The Benton County Board of Supervisors met in regular session with Supervisors Seeman and Bierschenk and Primmer present. The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Seeman moved/ Primmer seconded: To approve the minutes of Tuesday, June 28, 2022. Motion carried.

Primmer moved/ Bierschenk seconded: To approve Resolution #22-55, Transfer of Funds from Local Option Sales & Services Tax to Secondary Roads in the amount of $260,000. Motion carried.

Primmer moved/ Bierschenk seconded: To approve Resolution #22-56, Interfund Transfers between General Basic and Rural Services to Secondary Roads in the amounts of $273,992.00 and $3,100,753. Motion carried.

The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Steve and Emma Henry Jr. within Parcel A in the E1/2 SE ¼ of 24-86-11. Steve and Emma Henry Jr. were present during this time. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. The Henry's would like to move a house onto the current parcel. Marc stated that it is currently not in production so the CSR is not relevant in this case. There is an existing driveway on the property that meets all current criteria. Three adjacent owners were notified, with zero responses. After no further discussion, the, public hearing was closed.

Primmer moved/ Bierschenk seconded: To approve land use hearing for Steve and Emma Henry Jr. within Parcel A in the E1/2 SE ¼ of 24-86-11. Motion carried.

The time of 9:30 a.m. having arrived, and this being the time and date for a land use hearing for Hensley Innovations, LLC within Parcel A in the SW ¼ NW ¼ of 6-83-12. Ed and Jenny Hensley were present during this time. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Hensley Innovations, LLC would like to take an existing building and turn it into an auto repair shop. There is no issue with the CSR. The driveway is a newer driveway that was applied for and approved, meeting all criteria. Three adjacent owners were notified, with zero responses. After no further discussion, the, public hearing was closed.

Bierschenk moved/ Primmer seconded: To approve land use hearing for Hensley Innovations, LLC within Parcel A in the SW ¼ NW ¼ of 6-83-12. Motion carried.

The time of 9:45 a.m. having arrived, and this being the time and date for a land use hearing for Amana Society in part of SW ¼ of SE ¼ of 30-83-10. Marc Greenlee explained that the Amana Society has withdrew their application, so the public hearing was closed.

Primmer moved/ Bierschenk seconded: To formally accept the Amana Society application withdraw. Motion carried.

Angie Harbour, Prevention Specialist with ASAC met with the board via teleconference to discuss grants being used for tobacco and substance use prevention. ASAC goal is two work more with the youth to bring awareness through targeted programs and campaigns.

Primmer moved/ Bierschenk seconded: To approve IDOT Agreement for County Bridge Federal-Aid SWAP Funding for Project: BROS-SWAP-C006(120)-SE-06. Motion carried.

Primmer moved/ Bierschenk seconded: To approve utility permit for Farmers Cooperative Telephone Company in Bruce, Monroe and Homer Townships. Motion carried.

Bierschenk moved/ Primmer seconded: To approve utility permit for Northern Natural gas in Cedar Township. Motion carried.

Primmer moved/ Bierschenk seconded: To approve and authorize signatures for permanent and temporary easements for Bridge Project BROS-SWAP-C006(120)-SE-06 on 55th Street. Motion carried.

Discussion continued from last week's meeting regarding the request to reduce the speed limit near Oak Grove Church near 61st street. County Engineer discussed the uptick in traffic for this area due to road construction. He recommends posting 35mph until the construction of the round about in Urbana is finished.

Bierschenk moved/ Primmer seconded: To approve Resolution #22-57 to temporarily reduce the speed to "35 mph on 61st Street Lane from 32nd Avenue east approximately 0.5 mile," and upon reopening of Highway 150 with the roundabout, the temporary speed limit be removed. Motion carried.

Bierschenk moved/ Primmer seconded: To adjourn. Motion carried.
