The Vinton Police Department has partnered with the Iowa Department of Revenue (IDR), Alcohol & Tax Compliance Division, to conduct underage alcohol compliance checks to reduce and deter illegal alcohol sales to minors. This initiative is part of the Iowa Underage Alcohol Enforcement Program.
Under this program, compliance checks will be conducted at businesses licensed to sell alcohol. Underage individuals, under law enforcement supervision, will attempt to purchase alcohol. Employees who make illegal sales will be cited, reinforcing the importance of responsible alcohol service. These checks not only help prevent underage drinking but also contribute to reducing incidents such as impaired driving, traffic accidents, and alcohol-related violence.
"By partnering with IDR, we hope to educate liquor-licensed employees and maintain a compliant retail environment in our community," said Chief Ted Paxton of the Vinton Police Department. "Our agency is committed to keeping alcohol products out of the hands of underage persons in Iowa."
The penalties for selling alcohol to an underage individual include a $645 fine for an employee and a $1,925 fine if the sale is made by the licensee or permittee (Iowa Code 123.49(2)(h)). To support businesses in complying with state regulations, IDR offers the Iowa Program for Alcohol Compliance Training (I-PACT), a free educational resource for employees of liquor-licensed establishments.
I-PACT certification allows establishments to use an affirmative defense against civil penalties if an employee sells or serves alcohol to someone underage. "The training also assists retailers in maintaining a compliant and responsible establishment," added Chief Paxton.
