The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.

Bierschenk moved/Wiley seconded: To approve hire of Katelyn Welper as part-time employee in the Recorder’s office at $12/hour effective January 30, 2018. Motion carried.

Bierschenk moved/Wiley seconded: To approve minutes of January 23, 2018. Motion carried.

Wiley moved/Bierschenk seconded: To approve David Carte, as part-time hire for Transportation department at $13.68/hr effective January 30, 2018. Motion carried.

Budgets discussed throughout the morning were as follows: Transportation, IT/GIS, Conservation and the Auditor/Elections.

Scot Wilkins, Consultant with Benefit Solutions Incorporated pitched to the Board about what their company can do for Benton County regarding HR Administration.

Wiley moved/Bierschenk seconded: To approve Class C Liquor license for Tara Hills Country Club. Motion carried.

Wiley moved/Bierschenk seconded: To authorize the chair to sign amended agreements for the WMA between the County and East Central Iowa Council of Government (ECICOG) for grant administration and the other with University of Iowa Flood Center for sensor modeling. Motion carried.

Wiley moved/Bierschenk seconded: To approve and sign annual Historical Report. Motion carried.

Discussed installation of a sign for locating the Juvenile probation and Department of Human Services. No action was taken.

Allison Hicks and Robert Spangler, with Benton County Historical Preservation came in and presented a budget request. They would like to attend the NAPC Forum Conference in Des Moines in July. They also brought up the idea of some projects they could do with historical documents and display in the courthouse.

The Board also discussed the Benton Development Group’s letter requesting the same allocation amount as last fiscal year.

Wiley moved/Bierschenk seconded: To set the public hearing date of Tuesday March 6, 2018 at 9:30 a.m. for FY 19 Budget. Motion carried.

Wiley moved/Bierschenk seconded: To approve Resolution #18-8, Elected Officials salaries for FY 19. Motion carried.

ELECTED OFFICIALS’ SALARIES

WHEREAS, the Benton County Compensation Board met on January 24, 2018, and recommended increases in the salaries of the elected officials pursuant to Iowa Code Sections 331.905 and 331.907; and

WHEREAS, said recommended increases are as follows:

NOW THEREFORE BE IT RESOLVED that the Benton County Board of Supervisors adopts the salary recommendations for elected officials for the fiscal year beginning July 1, 2018, as recommended by the Benton County Compensation Board.

The Board discussed the wages and salaries of county employees not covered by a bargaining unit or deputies of elected officials. Most of the departments already presented their budgets with a 3% increase with a few exceptions. Department heads who were present were given the opportunity to speak up on behalf of their employees.

Wiley moved/Bierschenk seconded: To grant a 3% across-the-board increase to all employees who are not covered by a bargaining agreement or who are deputies of elected officials, except for the following employees who will receive an additional 1%: Joy Mcgowan; Karen Uthoff and Justin Birker. All voting aye. Motion carried.

The Board recessed from their regular posted meeting, and called the 2:00 p.m. meeting to order for the exchanging of the opening proposals between Benton County’s Sheriff Department and Teamsters Union.

Bierschenk moved/Wiley seconded: To adjourn from the special meeting and return to the regular meeting in session.

Wiley moved/Bierschenk seconded: To enter into closed session pursuant to Iowa Code 21.5(1)j. Motion carried at 2:25 p.m.

Wiley Moved/ Bierschenk seconded: To return to open session at 3:30 p.m. Motion carried. The County Attorney will do what was discussed in closed session and report back next week.
