The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk were present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Wiley moved/Bierschenk seconded: To approve both sets of the minutes of March 27, 2018 and March 29, 2018 with a few corrections. Motion carried.
Marc Greenlee, Land Use Administrator, presented information for the Board to consider relative to a construction permit application made to the Iowa Department of Natural Resources from Austin Schulte for a confined animal feeding operation on his farm. The permit application is for the purpose of constructing a new concrete sand lane and one new earthen manure storage basin for an existing dairy cattle confinement facility. Greenlee reminded the Board that as part of the construction permit evaluation process the Board is to make recommendations to the IDNR as to whether an application should be approved or not. The original basin was constructed in 1992. The application proposes to allow for a new basin that expands his storage capabilities. The existing operation currently consists of 200 head of mature dairy cows and 170 immature dairy heifers in confinement. There is no expansion proposed in the number of animals onsite, therefore, no master matrix is required. Greenlee reported that a public notice of the application was published in the Star Press/Union on March 21, 2018, and that no written comments have been submitted by the public. His review of the project found that the proposed construction meets the requirements as set out in the Law, with one exception, but Mr. Schulte has received a written waiver of distance separation from a neighbor to compensate for that.
Bierschenk moved/Wiley seconded: To recommend approval to the IDNR of the construction permit application for Austin Schulte. All members voting aye thereon. Motion carried.
Wiley moved/Bierschenk seconded: To set up (2) meeting dates for the DNR to provide flood map updates. May 1, 2018 at 1:00 p.m. for city and county officials and 6:00 p.m. open to the public, both to be held at the Sheriff’s office conference room. Motion carried.
Wiley moved/Bierschenk seconded: Approve Auditor’s Quarterly Report ending March 31, 2018. Motion carried.
Wiley moved/Bierschenk seconded: To approve and sign FY19 renewal with Employee Benefit Systems Group. Motion carried.
Mindy Fisher, Blairstown EMS presented a quote for a new ambulance and requested the 10% match from LOSST Funds. The Auditor recommended she come back for payment when the purchase is complete and have an official invoice instead of quote to pay from. The Board was in agreement to fund the 10% match.
Rick Bramow and Justin Birker, courthouse maintenance department met with the board to discussed the impact of the new security and what it has on the hours they will be in the courthouse. They can be more flexible and try and dissolve the split shifts but would still get in 8 hours a day, and will always be accessible when courthouse is open. Also other issues were brought up and a safety reminder will be sent out by the Auditor. All departments are to notify the maintenance department in the future anytime work is to be done within the courthouse ahead of time.
Bierschenk moved/Wiley seconded: Approve and sign contract with Henry Adkins for upgrading ADA Election Equipment. Motion carried.
Kate Robertson, BDG and Toni Parizek, Veterans Affairs presented the Board with an overview of what Home Base Iowa Community Incentives they have approved and ready to offer to veterans who relocate within Benton County. There are 27 businesses signed up within the county so far. Two signs per community have been ordered and being processed. Supervisor Primmer would like to see some additional signs for entering Benton County in the future as well. The resolution of support will be sent to the state for approval.
Bierschenk moved/Wiley seconded: Approve Resolution #18-19, Home Base Iowa Initiative Support. Motion carried.
SUPPORTING THE HOME BASE IOWA INITIATIVE
WHEREAS, the Office of the Governor of the State of Iowa has launched a public-private partnership called Home Base Iowa Initiative, which is an effort to match military veterans with jobs available across Iowa; and
WHEREAS, the Home Base Iowa initiative consists of two programs, Home Base Iowa Businesses and Home Base Iowa Communities; and
WHEREAS, the Governor is requesting Iowa businesses and communities to promote and support the Home Base Iowa initiative and one of the requirements for Benton County to be a Home Base Community is that the Supervisors adopt this resolution.
NOW THEREFORE BE IT RESOLVED by the Benton County Board of Supervisors as follows:
Section 1. Benton County hereby proclaims its support for the Home Base Iowa initiative and encourages its residents to take whatever actions are necessary for Benton County to become and continue to be a Home Base Iowa Community.
Section 2. Benton County also encourages Benton County businesses to take whatever actions are necessary to become and continue to be a Home Base Iowa Business.
Section 3. That Benton County is authorized to take such further action as may be necessary to carry out the intent and purpose of this resolution.

Moved/seconded: To approve hiring of part-time jailer Shelly Lynn Flickinger-Williams in the Sheriff’s office at an hourly rate starting at 13.99 an hour through probation period, with a step increase to 14.99 an hour after probation period effective April 3, 2018. Motion carried.
Wiley moved/Bierschenk seconded: To approve Utility permit for Farmer’s Mutual Telephone in section 22 of Benton Township to bury cable for a new residence. Motion carried.
Bierschenk moved/Wiley seconded: To approve Utility permit for Poweshiek Water Association in sections 9 and 16 of Kane Township to bore under 70th Street between 12th and 13th Ave. Motion carried.
Wiley moved/Bierschenk seconded: To approve Utility permit for Interstate Light and Power & Light (Alliant Energy) in section 33 of Eldorado Township to move aerial lines from the west side to east side of road south of HWY 30/HWY 218 intersection. Motion carried.
Wiley moved/ Primmer seconded : To approve the labor contract between Benton County and Public, Professional & Maintenance Employees Local Union 2003 International Brotherhood of Painters & Allied Trades, AFL-CIO (Secondary Roads) for the period July 1, 2018 through June 30, 2020. Motion carried.
Wiley moved/Bierschenk seconded: To go into closed session pursuant to Iowa Code 21.5(1)k. Motion carried at 10:20 a.m.
