The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk were present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.

Bierschenk moved/Wiley seconded: To approve minutes of April 24, 2018. Motion carried.

Wiley moved/Bierschenk seconded: To approve Class B Liquor License for Bloomsbury Farms, Atkins. Motion carried.

Bierschenk moved/Wiley seconded: To approve use of courthouse lawn for Sheriff Fry Memorial Committee for a ceremony on Saturday May 5, 2018. Motion carried.

Bierschenk moved/Wiley seconded: To set land use hearing date for Tuesday May 29, 2018 for Chad McLaud in part of the NW ¼ SE ¼ 23-85-9. Motion carried.

Wiley moved/Bierschenk seconded: To sign letter in approval to waive the final construction permit for a CAFO structure for Austin Schulte. Motion carried.

Wiley moved/Bierschenk seconded: To approve hiring of Larry Feaker as part-time deputy sheriff at $22.85 an hour effective May 1, 2018. Motion carried.

Sheriff Tippett also discussed the interest Benton Community Schools has for a resource officer in their schools and how he feels strongly in favor of this. The school is currently looking into a grant process for this.

Wiley moved/Bierschenk seconded: To approve utility permit for Farmers Mutual Telephone in Canton Township to bore under the right of way along 63rd Street for a new landline. Motion carried.

Wiley moved/Bierschenk seconded: To approve utility permit for Century Link to upgrade fiber in various areas of Harrison, Taylor, Cedar and Benton Townships. Motion carried.

Wiley moved/Bierschenk seconded: To approve Iowa DOT agreement 2018-C-154 for HYW 30/US 218 interchange project for the 4 lane extension. Motion carried.

Discussion on right of way acquisition plans for bridge replacement project STP-S-CO06(108)—5E-06 near the intersection of 53rd Street and 18th Ave.

Peggy Moses and Elizabeth Lucas with Horizons came to discuss lease options if the county purchases the building they are leasing in currently. They were willing to combine two office spaces into one.

Wiley moved/Bierschenk seconded: To approve the FY 19 Wellmark renewal with ISAC’s representative Kingston Life and Health Insurance and to change from Plan 10 to Plan 11E. Motion carried.

The County Attorney asked to go into closed session to discuss employee conduct and departmental issues within a county department.

Bierschenk moved/Wiley seconded: To enter into closed session per Iowa Code 21.5(1)i at 11:00a.m. Motion carried.

Wiley moved/Bierschenk seconded: To enter back into open session at 11:30 a.m. Motion carried.

Wiley moved/Bierschenk seconded: To sign the letter of reprimand that was discussed in closed session and deliver to the employee. Motion carried.

Bierschenk moved/Wiley seconded: To enter back into closed session per Iowa Code 21.5(1)i at 11:30a.m. Motion carried.

Wiley moved/Bierschenk seconded: To enter back into open session at 12:10 p.m. Motion carried.

Bierschenk moved/Wiley seconded: To adjourn. Motion carried.
