The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk were present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.

Bierschenk moved/Wiley seconded: To approve the minutes of July 24, 2018. Motion carried.

Wiley moved/Bierschenk seconded: To approve amended fireworks permit date for Chuck Yedlik from July 28th to August 2nd with a rain date of August 3rd. Motion carried.

Bierschenk moved/Wiley seconded: To approve Resolution #18-43, Approval and Disapproval of Homestead, Military and Disbled Veteran’s Homestead Credits for 2018. Motion carried.

RESOLUTION #18-43

APPROVAL AND DISAPPROVAL OF HOMESTEAD TAX CREDITS, MILITARY TAX CREDITS, AND DISABLED VETERAN’S HOMESTEAD TAX CREDITS FOR 2018 ASSESSMENT

WHEREAS, Iowa law provides that property owners may apply for certain credits against their property tax; and

WHEREAS, new applications for various credits have been submitted to the assessor, in accordance with law, for his approval or disapproval; and

WHEREAS, the assessor has made recommendations and provided said applications to the auditor; and

WHEREAS, the auditor has submitted said applications to the board of supervisors for their consideration; and

WHEREAS, the board of supervisors is required to allow or disallow the credit,

IT IS FURTHER RESOLVED that the remainder of the applications for Homestead Credit, Military Credit, and/or Disabled Veteran’s Homestead Credit that were filed with the assessor on or before July 1, 2018, for the 2018 assessment year are allowed based on the assessor’s recommendation. The assessor is to maintain a permanent file of the applications in accordance with law.

Wiley moved/Bierschenk seconded: To approve utility permit for East Central Iowa REC in Benton Township to bore utility lines underground in the county’s right of way. Motion carried.

The Engineer reported that the Iowa DOT HWY 218 Interchange project detour due to the four-lane expansion on HWY 30 began on Monday July 23.

Wiley moved/Bierschenk seconded: To approve and sign purchase agreement for a permanent easement for road project along the Oak Grove Rd project with Jon and Ginger Kaestner for .74 Acre for $4,900.00. Motion carried.

Bierschenk moved/Wiley seconded: To approve handwritten claim to Jon Kaestner for $5,000.00 for purchase easement and abstract costs. Motion carried.

Wiley moved/Bierschenk seconded: To approve 16 hours of vacation carry-over for Rick Bramow to be used by September 30. 2018. Motion carried.

The board did their annual employee evaluation with Rick Bramow. He did not request closed session. Discussion on goals accomplished over the past year and future goals and needs for the county maintenance. The additional needs asked of his department that come with the added Benton County Service Center was also discussed.

Marc Greenlee, Sanitarian/land use administrator requested that the board go into closed session to perform his evaluation.

Wiley moved/ Bierschenk seconded: To enter into closed session pursuant to Iowa Code 21.5(1)i. Motion carried at 10:30 a.m.

Wiley moved/Bierschenk seconded: To exit closed session and enter into open session. Motion carried at 11:15 a.m.

Wiley moved/ Bierschenk seconded: To enter into closed session pursuant to Iowa Code 21.5(1)c. Motion carried at 11:20 a.m.

Wiley moved/Bierschenk seconded: To exit closed session and enter into open session. Motion carried at 12:20 a.m.

Carol Zander, Social Services Director requested that the board go into closed session.

Wiley moved/ Bierschenk seconded: To enter into closed session pursuant to Iowa Code 21.5(1)i. Motion carried at 12:20 p.m.

Wiley moved/Bierschenk seconded: To exit closed session and enter into open session. Motion carried at 12:42 p.m.

Wiley moved/Bierschenk seconded: To suspend employee discussed in closed session for 7 days with pay. Instructed the county attorney to provide a formal letter to said individual with regards to the suspension and take up the matter on the boards agenda next week. Motion carried.

Various topics continue to be discussed regarding the new Benton County Service Center.
