REGULAR COUNCIL MEETING
DECEMBER 11, 2014
A regular meeting of the City Council of Vinton, Iowa, was held on the 11th day of December, 2014, at 7:00 p.m., in the City Hall Council Chambers, Vinton, Iowa. Mayor Watson presided and the roll being called the following Council Members were present and absent: Present: Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Absent: None.
The Pledge of Allegiance was recited.
Motion by Hessenius, second by Bendull to approve the consent agenda items. After discussion, motion by Hessenius, second by Bendull to amend the consent agenda to not include the transfer resolutions. Question: Ayes - All. The Mayor declared the motion carried. Items included on the consent agenda are: Council Minutes of 11-24-14; Library Board Minutes of 11-12-14; November revenue and expenditure report and claims list.
Motion by Vermedahl, second by Parmater to pass a RESOLUTION TO APPROVE TRANSFER OF FUNDS TO AIRPORT FUND. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-11-01 passed and approved.
Motion by Elwick, second by Stark to pass a RESOLUTION TO APPROVE TRANSFER OF FUNDS TO LIBRARY FUND. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-11-02 passed and approved.
Motion by Hessenius, second by Stark to pass a RESOLUTION TO APPROVE TRANSFERS OF FUNDS TO DEBT SERVICE FUND. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-11-03 passed and approved.
Motion by Elwick, second by Parmater to pass a RESOLUTION TO APPROVE CLOSING DOWNTOWN FUND, FUND 390 AND TRANSFER ACCOUNT BALANCE TO SIDEWALK FUND, FUND 375. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-11-04 passed and approved.
Mayor Watson reported that the 21 member landfill commission is working well.
Motion by Vermedahl, second by Hessenius to approve an ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF VINTON, IOWA, BY AMENDING THE OFFICIAL ZONING DISTRICT MAP OF THE CITY (Ketchen). Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried and declared that said ordinance had been given its third consideration.
Motion by Vermedahl, second by Hessenius to now adopt the above stated ordinance. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried and declared ORDINANCE 1010 duly adopted.
Motion by Elwick, second by Stark to pass a RESOLUTION CONFIRMING COMPENSATION OF THE VINTON PARKS AND RECREATION DIRECTOR. After discussion, motion by Elwick, second by Parmater to amend the above resolution to state the starting salary will be $57,500 and after 6 months and satisfactory review the salary will be $59,000, with benefits, but without the longevity. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried and declared RESOLUTION 12-14-05 passed and approved.
Motion by Stark, second by Vermedahl to pass a RESOLUTION SETTING THE FEES FOR URBAN CHICKENS AND URBAN DUCKS. Question: Ayes – Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – Bendull. The Mayor declared the motion carried and declared RESOLUTION 12-14-06 passed and approved. The annual permit fee is $25.00 per flock, up to six hens.
Motion by Hessenius, second by Bendull to approve pay estimate #1 to Eggleston Concrete for runway 9/27 improvements in the amount of $238,776.80. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried.
Nate Kass, Fehr-Graham engineer, gave an update on W 10th Street and W 13th Street projects. He reported that he and the contractor had looked at some sidewalk panels. The contractor has agreed to remove and replace 4 panels at their expense. This will be done next spring. Kass stated that a 2 year maintenance bond is effective after releasing the retainage. Motion by Stark, second by Parmater to release the retainage on this project. Question: Ayes – Bendull, Elwick, Hessenius, Parmater, Stark, Vermedahl. Nays – None. The Mayor declared the motion carried.
Council discussed animal control. Vinton currently does not have an animal control officer. Council would like the shelter to be more accessible to the public. Administrator Ward is to contact the state inspector Stephanie Black. It was suggested to form a 28E agreement with the county and other cities in the county to fund and manage the animal shelter.
Motion by Elwick, second by Hessenius to hold the second council meeting in December on Monday, Dec. 22nd at 7:00 p.m.. Question: Ayes – All. The Mayor declared the motion carried.
Administrator Ward stated that the department head compensations are considerably lower than other similarly sized communities. Ward will have more information or formalized plan for the next council meeting. One water department employee has changed to the sewer department and one street department employee is going to the water department. The street department will post for one open position.
Administrator Ward reported on: 1) He will be purchasing computer tablets for council to use for council meetings. 2) LMI TIF funds can be used for non-profit organizations. 3) The I & I study from McClure Engineering will be presented in January. 4) A planning session with Jeff Schott from the Institute of Public Affairs will be held on Jan. 28th.
The Clerk reported the auditor had reviewed findings with the mayor, administrator and the clerk. Some of the findings have already been corrected.
