May 16, 2017 The Benton County Board of Supervisors met in regular adjourned session with Supervisors Wiley, Primmer, and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/ Primmer seconded: Approve the minutes of May 9, 2017. Motion carried. Dana Burmeister, Transportation director met with the board to discuss her budget. She was under the impression her budget was amended in September 2016 for an additional $7,500 spending for part-time drivers. After talking to current Auditor Rippel, there was no record of this change being made with the previous budget amendment. Burmeister anticipates that her overall total department budget will be very close to not going over her total spending authority. She wanted to give the heads up that there might need to be a service area amendment before the fiscal year ends. Bierschenk moved/Primmer seconded: Approve Class B Liquor license for Watkins Community Athletic Association. Motion carried. Primmer moved/Bierschenk seconded: Approve Class B Liquor license for Blairstown Sauerkraut days beer tent. Motion carried. Primmer moved/Bierschenk seconded: Appoint Aaron Kinser and Roy Schulze to the Pioneer Cemetery Board. Motion carried. Heidi Schminke met with the board and gave them an update on Decat (Decategorization) and (CPPC) Community Partnership for Protecting Children Coordination and how they serve Iowa and Benton counties. Moved/seconded: Approve the amendment to contract number DCAT4-17-054, FY 17 contract for an additional $1500 funding for CPPC services effective May 22, 2017. Motion carried. Discussion on the county air conditioning policy was brought up by Maintenance Supervisor Rick Bramow. He wanted guidance if the board was still in favor of this policy. The policy states that thermostats in all county buildings during times that air is being used that the room temp is to be set at 75 or above, and when the boilers are being used, set at 70 degrees or below. David Thompson and Kelly Geater were present to voice some concerns. Thompson being up on the 3rd floor and wearing suits and ties can be extra warm, he feels there should be a little give or take as long as the thermostats get turned back down at night. Geater pointed out that the extra humidity at certain times makes the printers not work effectively. Bramow asked about not shutting air conditioners all the way off at night, but turning the settings down to help maintain the room temps and allows for the air to keep up. Pulling shades to block out sunlight and keeping doors shut should also help. Some re-routing of vents to less used rooms and allowing more access into the busier areas can also be made. The board agreed to those ideas along with placing some ceiling fans around and purchasing a dehumidifier to see if that will help keep some of these problem areas cooler. Primmer moved/Bierschenk seconded: To approve purchase of a 2017 Gradall XL4100 Hydaulic Excavator for $347,514.00 to be paid in July 2018. Motion carried. Discussion about purchasing additional ROW on 61st St. Ln for the Oak Grove Road Project. The board was on board for the Engineer to proceed with this and come back with final purchase agreements. Discussion continued on the DHS building. Rick Bramow reported that it will probably most likely need a new roof as well. At this time the board has no intentions of re-listing it for sale. Notification to the Assessor is needed to change the taxation status back to exempt. There was also further discussion on pros and cons of renovating vs new construction. The next step is finding out the City of Vinton's requirements for building codes and such. Primmer moved/Bierschenk seconded: To approve Resolution #17-38, Service Area Amendment. Motion carried. RESOLUTION #17-38 SERVICE AREA BUDGET AMENDMENT WHEREAS, the Benton County Board of Supervisors adopted the FY2017 budget on March 8, 2016; and WHEREAS, the Board now desires to amend said budget within a service area to reallocate funds; NOW, THEREFORE BE IT RESOLVED by the Benton County Board of Supervisors that the FY2017 county budget is hereby amended within the following service areas: Service Area 1 - $10,000 from Function 1220 (Fund 0001 Department 99) to Function 1110 (Fund 0001 Department 28) IT IS FURTHER RESOLVED that said funds are hereby appropriated.
