May 30, 2017 The Benton County Board of Supervisors met in regular adjourned session with Supervisors Wiley, Primmer were present. Bierschenk arrived at 9:13 a.m. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Primmer moved/ Wiley seconded: Approve the minutes of May 23, 2017. Motion carried. Primmer moved/Wiley seconded: To acknowledge Heartland Risk Pool's Investment Policy. Motion carried. Primmer moved/Wiley seconded: To set land use hearing date for Myron and Esther Lown for Tuesday June 27, 2017 at 9:15 a.m. for part of the SW SW of 28-85-9. Motion carried. Continued Fireworks discussion was had about the upcoming legalization of firework sales to start on June 1, 2017. The same individuals were present as last week along with the Sheriff and an upset resident who was going to follow- up with his complaints at the Sheriff's office. Without any further information from the state, the board agreed to continue with this discussion at next week's meeting. Receiving additional information and input can help decide what can be controlled regarding similar topics pertaining to fireworks usage and regulations on a county level. Benton County Historical Preservation Commission members along with the county attorney met with the board to discuss the bell tower and the maintenance and improvements that need to be had. Bierschenk moved/Primmer seconded: To enter into courthouse clock preventative maintenance agreement with Smith's Bell and Clock Service for two visits per year from period 1-01-17 through 12-31-17. Motion carried. Primmer moved/Bierschenk seconded: To approve claim for $3,890.00 from Smith's Bell and Clock, Inc. for a microphone, amplifier and LED lights to help make the clock louder. Motion carried. Primmer moved/Bierschenk seconded: To waive the $5,000 loan to the historic preservation fund used on the clock restoration project. Motion carried. Robert Spangler, Historic Preservation Commission and Rick Primmer reported on their recent tour of the Iowa Braille School. They encouraged the other members to take the tour as well. Discussion about the empty county building where Department of Human Services (DHA) was previously housed continues. It was reported that the adjoining building next to the old DHS office has possibly been sold, so that will affect some of their options. Waiting for feedback from the current DHS Director and then possibly asking for proposal requests for some layout plans/options for renovations. Primmer moved/Bierschenk seconded: To adjourn.
