The Benton County Board of Supervisors met in regular session with Supervisors Wiley, Primmer and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Bierschenk moved/Wiley seconded: Approve the minutes from Tuesday, November 28, 2017. Motion carried.
Bierschenk moved/Primmer seconded: To approve 14.5 hours vacation carry over for Carol Zander, to be used by February 15, 2018. Motion carried.
Primmer moved/Bierschenk seconded: To approve (2) Utility permits for East Central Iowa REC for placing utility lines in the county's right of way in Polk Township between sections 6 and 7 and in section 2 of Benton Township. Primmer and Bierschenk voting aye. Wiley abstained due to conflict of interest. Motion carried.
Primmer moved/Bierschenk seconded: To approve providing phone and internet service to the Benton County Volunteer Office located in Vinton. Motion carried.
The time of 9:15 a.m. having arrived, the board opened the public hearing on a land use change requested by Doug Wilkerson. Marc Greenlee presented the technical information in accordance with the Benton County Agricultural Land Use Preservation Ordinance. The change in use is for approximately 2 acres located in part of the 12.5 Acres within the SW ¼ SW ¼ of section 36-86-9. The request is to change the classification to a new non-agricultural use and construct a new home and driveway on the property. There are 11 existing residences nearby, 10 of those adjacent owners were notified and received 2 phone calls. One concern about driveway safety issues and the other was only interested in what the project was but nothing opposed. CSR is a 29.
Primmer moved/Bierschenk seconded: To approve the request for a land use change from agricultural to non-agricultural use on approximately 2 acres for a residential purpose on a parcel generally described as being located in part the SW ¼ SW ¼ of section 36-86-9. Motion carried
Primmer moved/Bierschenk seconded: To approve Resolution #17-78, Gift of LOSST for North Benton EMS. Motion carried.
RESOLUTION #17-78
WHEREAS, the Benton County Board of Supervisors has established a program for gifting funds to emergency service providers who provide services within the unincorporated area of Benton County; and
WHEREAS, the North Benton Ambulance Service has requested a gift of funds; and
WHEREAS, the North Benton Ambulance Service provides fire and emergency services to various areas in Benton County and to the City of Vinton and Van Horne and mutual aid to other areas; and
WHEREAS, the North Benton Ambulance Service has provided invoices for $79,941.46 for the cost of a remounted 2009 Medtec emergency vehicle and all the lights and equipment replaced; and
WHEREAS, the North Benton Ambulance Service agrees that the emergency vehicle obtained with the proceeds of this gift shall be used when necessary for rural emergency assistance and/or life support operations, consistent with the intended use of the money from the Local Option Sales and Services Fund,
NOW THEREFORE BE IT RESOLVED that the Benton County Board of Supervisors approves an Emergency Services Equipment Gift to the North Benton Ambulance Services in the amount of $7,994.15 which represents ten percent of the total purchase price for the emergency vehicle.

Kelly Geater, Treasurer provided an overview of the wellness program participation. The more employees that participate the better it lowers the county's health insurance premiums. If we have the maximum amount participate it's a 5% reduction. The county qualified for 4 % this year vs 3% last year, so going in the right direction at least.

Various department heads met with the Board to discuss facility management on renovation and possible of moving offices. The Supervisors asked what each office would need in terms of space. Those in attendance were social services, BDG, Veterans Affairs, food pantry, probation and parole officer, Transportation, volunteer program and Department of Human Services (DHS). Going into Budget planning for next year, a main concern is the mental health fund balance needs to be reduced. The board stressed that the money was raised by Benton County Taxpayers, it isn't the regions funds. They would like to utilize it for the benefit of Benton County citizens. One thought is to reduce the mental health levy, and increase the debt service levy and overall would be a net zero. The debt service money would be used to remodel the DHS space or start over. There is also security needs for county offices and facilities. Currently the county leases office space to house DHS. Wiley felt it makes more sense as a
business model, to use the space the county already owns. Use the space we have and upgrade it. Primmer said the departments have common needs, there could be conference rooms and training equipment that could be shared. Bierschenk agreed that it would be more efficient for these offices to be near the courthouse. Another suggestion was to have a general receptionist or assistant to be up front and direct people where they need to go.
