December 19, 2017 The Benton County Board of Supervisors met in regular session with Supervisors Wiley, Primmer and Bierschenk present. The meeting was called to order at 8:45 a.m. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/Primmer seconded: To enter into closed session pursuant to Iowa Code 21.5(1)c. Motion carried at 8:45 a.m. Primmer moved/Bierschenk seconded: To enter back into open session at 9:13 a.m. Motion carried. Bierschenkmoved/Primmer seconded: To set land use hearing date for John C Dennis in part of the E ½ NE ¼ of 2-82-9 for Tuesday January 16, 2018. Motion carried. Chris Young, rural resident was requesting a variance for his driveway along 30th Ave. Drive. The county passed a driveway resolution in April of 2008. In said policy there is a 500foot sight distance requirement and he is about 100 "short to the North. Young needs this for his trucking business and is willing to help pay for a blind driveway sign if the county would grant the variance. Bierschenk moved/Primmer seconded: To approve the variance for driveway sight distance requirements and allow Chris Young to cover the costs of the blind driveway and lowered speed limit signs that the secondary roads department will install. Motion carried. Nick Longbucco with the Nature Conservancy provided the Board a map with Oxbow pond locations within Benton County. The main topic of interest was the ones located at the corner of 77th Street and 23rd Ave, East of the City of Blairstown. They would like to explore the opportunity to dig it back out, after comparing a map from the 1950s to the present, you could see how the stream changed. Primmer moved/Bierschenk seconded:To allow the Nature Conservancy to further explore the nature of oxbows on this Blairstown property location and work along with the county conservation in this matter. Motion carried. Karen Phelps, Conservation Director discussed the possible need for a budget amendment for FY 18. One of the park rangers leaving and a new hire that will need to attend the academy. The combined estimated cost with everything including travel and uniforms is roughly $9,000.00. Phelps said she will work with the Auditor and they can stretch this out until later in the fiscal year but wanted to bring this to the Boards attention. Bierschenk moved/Primmer seconded: To approve minutes of December 12, 2017. Motion carried. Clarification was had on the handbook section 5.1, regarding separation date and how it affects health insurance coverage. The Board was hesitant to amend the handbook, so a suggestion was made to provide a variance to the wording and have it read the 10th of the month following separation date and advised the Auditor's office to allow this employee to pay half of their premium by the 10th of January to allow for continued coverage through December. Then if this employee wishes to apply for cobra, they can continue on with health insurance coverage at their own expense. Larry Andreesen, Assessor talked to the Supervisors and Engineer about the Pictometry projected aerial flight. They would like to see a low flight for the entire county and possibly contributing half of the additional costs out of the Assessor's budget starting in FY19. This will be placed on next week as an agenda item. Primmer moved/ Bierschenk seconded: To approve change in the upcoming spring aerial Pictometry flight grid to allow for low flight for the entire county at the additional $30,000 year cost to be divided between the Assessor, Engineer, Sheriff and GIS budgets starting FY 19. Motion carried. Bierschenk moved/Primmer seconded: To acknowledge retirement of part-time Deputy Sheriff Larry Feaker in the Sheriff's office effective December 2, 2017. Motion carried. Primmer moved/Bierschenk seconded: To approve hiring of Justin Coshow as a part-time Deputy in the Sheriff's office effective January 1, 2018 at 21.18 an hour and after probation period is over 22.18 an hour. Motion carried. Bierschenk moved/Primmer seconded: To acknowledge resignation of Jacob Reineke as communication officer in the Sheriff's office effective November 27, 2017. Motion carried. Bierschenk moved/Primmer seconded: To approve and sign law enforcement contract with City of Atkins for a yearly sum of $21,996 to be paid quarterly. Motion carried. Nathan Summers with Davidson & Co., presented a portfolio with an overall look regarding Benton County's valuations and population vs the maximum capacity per project they would be allowed for general obligation bonds. This would also help with spending down the mental health surplus while using the difference for an increase in debt service, yet keeping the overall levy the same. She gave an overview of what this non-profit organization does for Benton County residents. They helped 66 households within the county. Primmer moved/Bierschenk seconded: To approve Resolution #17-86, hiring of mechanic for secondary roads. Motion carried. RESOLUTION #17-86 WHEREAS: Benton County Secondary Road Department has a position to fill for a Mechanic in Shop and WHEREAS: Applications were accepted for the position and WHEREAS: These applications have been narrowed to one. THEREFORE BE IT RESOLVED BY The Benton County Board of Supervisors that Wayne Frickson be hired to fill the position of Mechanic at a starting wage of $19.50 per hour starting January 3, 2018.
