January 16, 2018 The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Wiley moved/Bierschenk seconded: To approve Resolution #18-04, BPTC Tax Credits for 2016 Assessment. Motion carried. RESOLUTION #18-04 APPROVAL AND DISAPPROVAL OF BUSINESS PROPERTY TAX CREDITS FOR THE 2016 ASSESSMENT WHEREAS, Iowa enacted SF295 establishing a business property tax credit; and WHEREAS, the legislation requires property owners to apply for the credit; and WHEREAS, the board of supervisors is required to allow or disallow the credit based on the requirements of the legislation; and WHEREAS, the sign-up period has past and the assessor has provided a list of those applying for said credit; and WHEREAS, the assessor has recommended allowance or disallowance based on the classification and/or use of the property, IT IS FURTHER RESOLVED that the nineteen (19) new applications for the 2016 assessment year Business Property Tax Credit filed with the assessor on or before July 1, 2016 are allowed. IT IS FURTHER RESOLVED that the twenty-two (22) applications for the 2016 assessment year Business Property Tax Credit that were re-filed with the assessor on or before July 1, 2016, due to changes in ownership or other matters, are allowed. IT IS FURTHER RESOLVED that the removal of twenty-one (21) applications due to change in ownership or other matters is hereby approved. It IS FURTHER RESOLVED that notice be made to the denied application and that all applications be filed in the office of the assessor. Motion carried. Kate Robertson, Benton Development Group along with Nicole Erickson, Vice President of finance with Frontier-Co-Op presented an update on the Frontier Co-op Expansion Project. They are adding an innovation center at the Norway property, and also a new storage warehouse for flammable liquids. They brought the needed documentation to continue moving forward with Benton County's support in an approximate amount of $164,250 in the form of an Industrial Property Tax Exemption to be spread out over 5 assessment years. Wiley moved/Bierschenk seconded: To adopt Resolution #18-06, Frontier Co-Op Application to IEDA Jobs program. Motion carried. RESOLUTION #18-06 A RESOLUTION OF THE BENTON COUNTY BOARD OF SUPERVISORS APPROVING THE APPLICATION OF FRONTIER CO-OP TO THE IOWA ECONOMIC DEVELOPMENT AUTHORITY HIGH QUALITY JOBS PROGRAM WHEREAS, the Benton County Board of Supervisors has received a request by Frontier Co-op to approve and submit an application to the State of Iowa for the High-Quality Jobs Program. WHEREAS, the programs were established to promote Economic Development and Job Creation in the State of Iowa, and WHEREAS, the Benton County Board of Supervisors supports activities which promote and facilitate Economic Development within Benton County; and WHEREAS, Frontier had indicated they will: 1. Create two new full-time, or career positions. 2. Provide comprehensive health benefits to its employees. 3. Make a capital investment of approximately $3,180,000 NOW, THEREFORE, BE IT RESOLVED by the Benton County Board of Supervisors: a. The Benton County Board of Supervisors approves the application of Frontier Co- Op for the purpose of receiving benefits from the High-Quality Jobs Program. b. The Benton County Board of Supervisors approves the local match policy requirement of the Iowa Economic Development Authority and approves a local match in the approximate amount of $164,250 in the form of the Industrial Property Tax Exemption (427B). c. The Benton County Board of Supervisors authorizes the Benton County Auditor/ Clerk to take such further actions as deemed necessary in order to carry into effect the provisions of this Resolution. Motion carried. Wiley moved/Bierschenk seconded: To authorize the chair to sign the sponsored business financial assistance application with the Iowa Economic Development Authority, regarding Frontier Co-op as the applicant and Benton County as the sponsor. Motion carried. Laurie Worden and Laura Miner with Kirkwood Workplace Learning Connection met with the Board to give them a presentation to update on their resources and to build awareness of existing programs already in place and also ways to improve learning environments for Benton County students. The FY 19 budget request is $2,566, based on .10 per capita based on the 2015 population census. The time of 9:30 a.m. having arrived, and this being the time and date for a land use hearing for John and Candace Dennis in part of the E1/2 NE of 2-82-9. John and Candace Dennis were both present, no media and no other members of the public present. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Dennis would like to propose a change in 2 acres for a single family dwelling. This site will need a new septic and will be able to hook up to the rural water across the road. There were no opinions heard against the request after notifying the required adjacent land owners, 2 of which were relatives. Hearing no other further comments the public hearing was closed. Bierschenk moved/Wiley seconded: To approve the request for the land use change from agricultural to non-agricultural for John and Candace Dennis in part of the E1/2 NE of 2-82-9. Motion carried. Carrie Koelker, Executive Director of Eastern Iowa Tourism provided an annual update and also explained what is included in their $500 FY19 budget request. Michael Mollenhauer along with Aaron Davis, architect from Shive-Hattery presented their update after touring the old DHS building. The cost for a single-story new building would be $150-$170 per square foot, and $260 for a two-story. They went over the different ADA requirements regarding elevators and such. Their recommendation was to repurpose the building, or tearing it down and building new. They listed concerns about the existing roof, security and other things vs the positives. The county owns the building and a new building would mean long-term savings. The proximity of the courthouse was also a positive. Wiley moved/Bierschenk seconded: To adopt a Policy for Security Related Information, recommended by the Security Committee. Motion carried. Wiley moved/Bierschenk seconded: To appoint Alan Michael and replace Gloria Feuerbach with Scott Schlarbaum to the Licensed Real Estate Persons named to the Eminent Domain. Motion carried. Bierschenk moved//Wiley seconded: To approve 36 hours of vacation carryover for Myron Parizek to be used by April 1, 2018. Motion carried. Wiley moved/Bierschenk seconded: To enter into closed session pursuant to Iowa Code 21.5(1)a. Motion carried at 10:30 a.m. Wiley moved/Bierschenk seconded: To enter back into open session at 10:46 a.m. Motion carried. No action taken. Novak Design Group was unable to attend due to illness, so will be rescheduled for a later meeting. Adam Rodenberg, presented the 2019 estimated Watershed Management budget. Rodenberg estimated 4.9 million, this is all based off grant proposal amounts. Benton County is the Fiscal Agent. Discussion about purchasing a vehicle vs paying mileage was an option to check into. Wiley moved/Primmer seconded: To approve and sign software agreement and schedule A forms with Agren Tools and Benton County. Motion carried. A recess for lunch at 11:35 p.m. Reconvened at 1:00 p.m. The Board met with the following departments throughout the afternoon for their FY 19 Budget requests: Maintenance, Land Use / Health Department, Treasurer, Recorder and Relief/Mental Health.
