The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Wiley moved/Bierschenk seconded: To approve minutes of January 16, 2018. Motion carried.
Wiley moved/Bierschenk seconded: Approve payment of checks numbered 226010 through 226154, payroll checks numbered 139886 through 139896, and ACH deposits numbered 33288 through 33421 vendor checks numbered 226155 through 226161. Motion carried.
Wiley moved/Bierschenk seconded: Approve quotes from Schumacher Elevator in the amount of $4,891.00 for the courthouse elevator updates needed to be code compliance. Motion carried.
Bierschenk moved/Wiley seconded: To approve Class B liquor license for Watkins Community Athletic Association. Motion carried.
Wiley moved/Bierschenk seconded: To approve fireworks permit applications for Chuck Yedlik for the following dates: February 3, 2018, April 7, 2018, May 26-27, 2018, July 28, 2018 and October 27, 2018. Motion carried.
Bierschenk moved/Wiley seconded: To approve Resolution #18-7, Hire of Recorder clerk. Motion carried.
RESOLUTION #18-7
APPROVE HIRE OF RECORDER CLERK
WHEREAS, the Benton County Recorder requested and was granted approval to hire a clerk to replace previous deputy Recorder who was performing those duties; and
WHEREAS, the Recorder has advertised and conducted interviews for said position, including all veterans who applied; and
WHEREAS, after careful consideration, the Recorder has recommended that Marla Sutton be hired to fill the position, said hire has been a part-time employee of Benton County since March of 2017 as a part-time passport agent in the recorder office;
NOW THEREFORE BE IT RESOLVED by the Benton County Board of Supervisors that the hire of Marla Sutton as full-time clerk in the Recorder's office at a rate of $20/per hour and grant the request of 5 days of vacation for 2018, waiving the 6 month requirement be effective immediately, is hereby approved.

Wiley moved/Bierschenk seconded: To enter into Law Enforcement Contract with the City of Shellsburg, providing 20 hours of coverage a week for the remainder of the current fiscal year at a monthly cost of $6,110.00, along with notice of a termination letter of said contract to be effective until June 30, 2018 and then will need to be re-negotiated. Motion carried.
Gary Landhauser, with Novak Design Group discussed his opinion regarding the old DHS building. He would like more information to provide an initial cost estimate. Landhauser felt the building was structurally stable, but wasn't promising to be cost effective to renovate. Not adequate restrooms was an issue along with parking and use of the lower level while currently having water issues.
The Board met with the following departments throughout the morning for their FY 19 Budget requests: Department of Human Services, Sheriff, County Attorney and Engineer.
Wiley moved/Bierschenk seconded: To approve and sign the amended Pictometry contract to include the county wide low flight. The additional cost will be split out of the Assessor, Engineer, E-911 and GIS budgets for the next 3 years. Motion carried.
Wiley moved/Bierschenk seconded: To enter into closed session pursuant to Iowa Code 21.5(1)j. Motion carried at 12:57 p.m.
Wiley Moved/ Bierschenk seconded: To return to open session at 1:50 p.m. Motion carried.
Bierschenk moved/Wiley seconded: To adjourn. Motion carried.
