February 13, 2018 The Benton County Board of Supervisors met in regular adjourned session with Supervisors Wiley, Primmer, and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/Wiley seconded: To approve the minutes of February 6, 2018 and February 8, 2018. Motion carried. Wiley moved/Bierschenk seconded: Approve payment of checks numbered 226170 through 226365, payroll checks numbered 139897 through 139922, and ACH deposits numbered 33422 through 33555 vendor checks numbered 226162 through 226169. Motion carried. Wiley moved/Bierschenk seconded: To approve and sign the engineering contract between Benton County and WHKS & Co, for Middle Cedar Watershed Engineering services. Motion carried. Carol Zander provided the MH/DD budget update, she needed to increase some mileage expenses due to Sarah Wagner traveling to Linn County for additional caseloads 3 days a week. Zander also demonstrated a new Mental Health App that was developed for educating people to recognize signs of mental illness and provide resources and links for treatment. Wiley moved/Bierschenk seconded: To approve the Veteran Affairs Quarterly Report ending December 31, 2017. Motion carried. Karen Phelps, Conservation Director and Randy Scheel, Benton County Conservation Board member had some FY19 budget adjustments to discuss. Land Acquisition $100,000 spending authority for land and discussion about their approved wage increases was had. The Board opened up the former Department of Human Services building for area businesses who were affected by the downtown fire. The Benton County Title Company and Bob Fischer law offices are temporarily utilizing the empty office space while they are displaced. Both businesses were very thankful for the county being so helpful and cooperative. Discussion on working on a lease agreement, regarding utilities and other expenses. Mark Burch, with the IMT Group who insures both businesses was also present and agreed the details could be worked out within 30 days. Bierschenk moved/Wiley seconded: To allow the current occupants in the county owned formerly DHS building to make the cosmetic changes necessary for them to conduct business at their own expenses. The lease will be discussed at a later time. Motion carried. Wiley moved/Bierschenk seconded: To approve and sign IDOT Agreement 6-18-STPS-01 (Federal-aid for surface transportation program-STP-S-CO06-(108)"”5E-06, twin box culvert on D65. Motion carried. Ben Bonar provided the Annual Benton County Integrated Roadside Vegetation Management Report and Policy. Wiley moved/Bierschenk seconded: To approve the annual roadside vegetation management policy. Motion carried. Wiley moved/Bierschenk seconded: To approve to advertise for seasonal employees for the weed department, truck driver at $15.45/hr and an intern at $12.36/hr. Motion carried. Discussion on the agreement between the Board of Supervisors and the Benton County Board of Health with Virginia Gay Hospital was had. Melissa Smith, Virginia Gay Hospital and Kaitlyn Emrich, Board of Health member along with Barb Greenlee and Assistant County Attorney Brett Schilling were also present. The agreement has not been updated since 1994. The former contract was based on consumer price index increases with each budget year. Kaitlin Emrich explained how this is a three-way agreement between the supervisors, board of health and Virginia Gay Hospital. County Attorney David Thompson joined in by telephone conversation. He felt the contract for services may not be the best financial agreement for the county, and agreed this needs to be looked at for improvements. There has been a new draft written for review and will reflect how public health services are currently being delivered. Melissa Smith said the work in the communities is based on disease prevention, infection control with long-term care facilities, immunizations, disaster recovery and emergency preparedness and other community health development plans. Emrich hoped to see more of a relationship in the future between the Supervisors and Virginia Gay on how they are working to meet the health needs of the county. The board agreed to leave the allocation as is for this fiscal year, but would like this revised for the next budget year and also have updated reports of services periodically presented. Bierschenk moved/Wiley seconded: To enter into closed session pursuant to Iowa Code 21.5(1)j. Motion carried at 11:50 a.m. Bierschenk moved/ Primmer seconded: To return to open session at 12:20 p.m. Motion carried. Wiley moved/Bierschenk seconded: To adjourn.
