February 20, 2018 The Benton County Board of Supervisors met in regular adjourned session with Supervisors Wiley, Primmer, and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/Wiley seconded: To approve both sets of the minutes of February 13, 2018. Motion carried. Wiley moved/Bierschenk seconded: To approve and sign the amendment 2 to the agreement between Emmons & Olivier Resources, Inc. for Resiliency Grant Number 13-NDRI-002. Motion carried. Mark Johnson, Deputy Sheriff wanted to discuss the difference in pay schedules and classification between the two categories of employees in the Sheriff office. Certified or non-certified / reserve officers. He wanted to point out that currently there are reserve officers getting paid at more or the same rate as a certified officer. Reserves don't have to attend the academy like the certified officers do. Sheriff Tippet was also present for the discussion, and explained the differences between the positions and duties they perform. These positions are all paid on an hourly basis. Part-time employees are covered under the county handbook, not the union contract. Johnson is here as a spokesperson, and realizes that reserves are a critical aspect of our office, but wanted the board to consider this pay scale. No action was taken, but they are taking steps to correct this at a future meeting. Wiley moved/Bierschenk seconded: To approve and sign Cyber Security Insurance Renewal with Arthur J. Gallagher RMS Inc. Motion carried. Wiley moved/Bierschenk seconded: To approve Utility permit for Poweshiek Water Association in Bruce Township. Motion carried. An update on the buildings affected by the fire was discussed. Both businesses are now renting office space in a county owned building. Things the board wanted to be included in the lease was the main topic. It appears both businesses have settled in. Mike Schoonover met with the board about tuck-pointing the courthouse, not for contractor reasons, but from a concerned taxpayer standpoint. He is not impressed with spot-pointing, feels that doing it solid would be a better investment for the county. Maybe not all in one fiscal year, but to possibly do a full tuck-pointing job one side at a time, or such as other counties doing it as a maintenance program. He went over the different mortar joints, stones and caulking ways of doing things. Schoonover also pointed out the law enforcement center has some upkeep work to be done as well. Bierschenk moved/Wiley seconded: To enter into closed session pursuant to Iowa Code 21.5(1)j. Motion carried at 11:32 a.m. Bierschenk moved/ Primmer seconded: To return to open session at 12:20 p.m. Motion carried. Wiley moved/Bierschenk seconded: To allow the sheriff the latitude needed to take action on what was discussed during closed session. Motion carried. Bierschenk moved/Wiley seconded: To adjourn.
