The Benton County Board of Supervisors met in regular adjourned session with Supervisors Wiley, Primmer, and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Bierschenk moved/Wiley seconded: To approve the minutes of March 6, 2018 and March 8, 2018. Motion carried.
Wiley moved/Bierschenk seconded: To set land use hearing date of Tuesday April 10, at 9:15 a.m. for Roger and Karen Lough in part of the SE ¼ SE ¼ of 31-82-11. Motion carried
Bierschenk moved/Wiley seconded: To authorize chair to sign 28/E agreement between City of Walford and Benton County Sheriff. Motion carried.
Wiley moved/Bierschenk seconded: To appoint Ben Turnis to the County Facility Security Committee. Motion carried.
Jerry Petermeier, Cedar Valley Ranch Board member met with the board to discuss issues with the Cedar Valley Ranch windows needing some upkeep. The Board told him to seek advice and come back with a cost estimate.
Bierschenk moved/Wiley seconded: Approve payment of checks numbered 226490 through 22655, payroll checks numbered 139952 through 139973, and ACH deposits numbered 33689 through 33821 vendor checks numbered 226482 through 226489. Motion carried.
The Auditor informed the Board about a few members on the Eminent Domain that she has become aware that they no longer have an active realtor license. So these members will need to be replaced. With the condemnations along HWY 30, this has been an active subject. The Board advised the Auditor to send out a mailing to the Benton County Realtors and seek replacements.
County Attorney David Thompson updated the Board on the lease status in regards to the old DHS building after he discussed some options with the tenants. At this time, the potential renters are still in limbo waiting to hear from their insurance company. The Board has already waived the first 90 days regardless, and would like to get the lease amount determined and in place before any future plans to list the building for sale.
Bierschenk moved/Wiley seconded: To enter into closed session pursuant to Iowa Code 21.5(1)j. Motion carried at 10:15 a.m.
Wiley moved/ Bierschenk seconded: To return to open session at 11:02 a.m. Motion carried.
The Engineer discussed land value in Benton County for right of way acquisition. After doing research for land sales and auctions, he felt comfortable with $8,000 an acre. The board was in agreeance, and reminded him they were only talking a sliver of an acre that we purchase.
Brian Gruhn met with the board to discuss the labor negotiations for the sheriff's department employees and secondary road employees. Gruhn went over the language changes that were to take place, and employee insurance costs.
Wiley moved/Bierschenk seconded: To approve the labor agreement between Benton County Sheriff's Department and Chauffers, Teamsters & Helpers Local No. 238, An Affiliate of International Brotherhood of Teamsters, Chauffers & Helpers of America (Sheriff) starting July 1, 2018, as presented. All members voting aye thereon. Motion carried.
The Board went into an exempt session per Iowa Code 21.9 to discuss matters pertaining to the Secondary Roads Union.
Todd Wiley provided an update on the recent Middle Cedar Watershed meeting that took place. It was for informational purpose to provide options to the land owners regarding the available programs with the grant funding. There is a 25% cost to the landowner with the remaining 75% to be a grant match.
Wiley moved/Bierschenk seconded: To adjourn. Motion carried.
