The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Bierschenk moved/Wiley seconded: To approve the minutes from September 18, 2018. Motion carried.
Wiley moved/Bierschenk seconded: Approve payroll checks numbered 140251 through 140263, ACH deposits numbered 35654 through 35790, vendor checks numbered 228638 through 228645 and payment of checks numbered 228645 through 228773. Motion carried.
Supervisor Primmer commented how the new furniture purchased from Welter’s was delivered to the Benton County Service Center. A big thank you to the Benton County AmVets who donated chairs and an American Flag with flagpole to be displayed at the new county building. Also pictures of the new sign was shared that will be placed outside the new building.
Wiley moved/Bierschenk seconded: To approve Resolution #18-51, National Voter Registration Month/Day. Motion carried.

National Voter Registration Month/Day
WHEREAS, registering to vote empowers eligible citizens to exercise their right to vote on Election Day; and
WHEREAS, while Iowa is one of the nation’s leaders in voter registration and voter participation, with more than two-million residents currently registered to vote, some eligible citizens have not yet registered; and
WHEREAS, this month, the Iowa Secretary of State’s Office is contacting hundreds of thousands of eligible Iowans, encouraging them to register to vote; and
WHEREAS, the voter registration process in Iowa is easier and more convenient than ever before, with online voter registration, Election Day registration, and applications available through government agencies across the state; and
WHEREAS, the State of Iowa has an online voter registration system enabling citizens to register to vote and update their registration status quickly and easily, any time of day; and
WHEREAS, more than 250,000 Iowans have registered to vote for the first time in the state since January 2015; and
WHEREAS, we encourage all interested citizens and all appropriate media outlets and civic organizations to participate in this non-partisan voter registration awareness campaign to encourage the maximum participation of qualified voters in Iowa.
NOW, THEREFORE, Benton County Supervisors do hereby proclaim September 2018 as National Voter Registration Month; and Tuesday, September 25th, 2018 as National Voter Registration Day.

Supervisor Wiley wanted to point out he has noticed political signs posted in the wrong places. Candidates need to remember they are illegal to be placed within the city or county right of ways’, or within 300 feet of a polling location on election day.
The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Jeffrey and Rebecca Junge in a part of the NE ¼ SE ¼ 33-83-9. Jeffrey Junge and Larry Carl were present. No media in attendance. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Junge would like to propose a change of 2 acres to build a new home on this 5 acre parcel of land. Rural water already exists, so no well is needed but a new septic will be required. The CSR is a 48. Surrounding land uses in the area are 44 acreages within a mile. Notification was sent to 6 adjacent land owners. Greenlee read a letter from the only one he heard from and that was in support of the proposed change. Existing driveway is in compliance. After hearing no other comments, the public hearing was closed.
Wiley moved/Bierschenk seconded: To approve the request for the land use change from agricultural to non-agricultural for Jeffrey and Rebecca Junge in a part of the NE ¼ SE ¼ 33-83-9. Motion carried.
Bierschenk moved/Wiley seconded: To approve to publish early notice and public review of a proposed activity in a 100-year floodplain or wetland for the WMA projects. Motion carried.
Wiley moved/Bierschenk seconded: To approve the RFP to publish for an appraiser for most of the future required projects for the WMA. Motion carried.
Greg Walston, Iowa State Extension and Outreach office, came to ask for permission for use of courthouse lawn starting October 8th. Local Benton County 4-H groups have a scarecrow contest they would like to be able to display them on the courthouse lawn.
Bierschenk moved/Wiley seconded: To approve use of the courthouse lawn for 4-H groups to display scarecrow projects on the courthouse lawn with the direction of courthouse maintenance. The Iowa State Extension Outreach will be responsible for the cleanup process when it is done. Motion carried.
Ben Turnis, IT Director requested that the board go into closed session to perform his evaluation.
Bierschenk moved/Wiley seconded: To enter into closed session pursuant to Iowa Code 21.5(1)i. Motion carried at 10:00 a.m.
Wiley moved/Bierschenk seconded: To exit closed session and enter into open session. Motion carried at 12:16 p.m.
