The Benton County Board of Supervisors met in regular adjourned session with Supervisors Wiley and Bierschenk present. Primmer absent. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Bierschenk moved/Wiley seconded: To approve hiring of Jeremy Fisher and Brandon Geiger as part-time correctional officers in the Sheriff’s office effective, October 16, 2018 at the rate of $14.47 /hour. Motion carried.
Bierschenk moved/Wiley seconded: To approve hiring of Brian Reeves as a chaplain in the Sheriff’s office for $1.00 a year. Motion carried.
Bierschenk moved/Wiley seconded: To approve minutes of Tuesday, October 9, 2018. Motion carried.
Bierschenk moved/Wiley seconded: To appoint Tyler Henkle as Medical Examiner Investigator. Motion carried.
Jackie Seitz and Darren Stein, residents who live along 22nd Ave. Road, north of Vinton came to discuss flooding and accessibility concerns. They would like to see improvements made so that emergency response vehicles could still get access if needed. During minor flood stages the water goes over the road and they have to leave their homes. No emergency vehicles can get there and they hope that something can be done to allow access. They discussed options with Benton County Engineer Myron Parizek and the supervisors. It was thought that past flooding may have caused the road to lower possibly by a foot, and the river has changed a lot over the years and the flow changes. Wiley preferred to have the Engineer come up with a solution but also reminded residents there are risks to having property that close to the river. He couldn’t justify spending taxpayers’ money to protect their low area, but would support grading up a road, and hoped a solution would be had by this fall. Parizek just started a big two-week project but thought he could put this on his list to accomplish.
The Engineer provided an update on the D65 HMA resurfacing project that is in progress near Mt. Auburn. With the wet fall, it was delayed but is scheduled to start later this week. Also reported on the 2017 Iowa Department of Transportation traffic count map that was recently released on the IDOT website. Also mentioned some alternatives for sealcoating roads. They will discuss more in further at a future meeting.
Bierschenk moved/Wiley seconded: To approve Veteran’s Quarterly Report ending September 30, 2018. Motion carried.
Bierschenk moved/Wiley seconded: To approve the final notice and public explanation of a proposed activity in the floodplain regarding the WMA. Motion carried.
Benton County requested proposals for appraisal services for voluntary acquisition of agricultural land and/or the acquisition of conservation or access easements needed for a watershed improvement project using the Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD). It will assist with the development of a variety of improvement practices along the Middle Cedar Watershed.
Proposals were received as follows:
-Farmers National Company-Minimum of $2,500 to a maximum of $5,000 per report depending on specific requirements, timeline between 39-90 days.
-MRS Appraisals-$2,500 for first report, subsequent reports at $1,500/owner, would be completed within 30 days of the notification of acceptance.
-Cook Appraisal-$2,500 to $4,000 range, determined by number of parcels assigned. Completion date no later than 8 weeks from receipt of request, any additional consulting services will be billed at $250/hour.
Adam Rodenberg, WMA Coordinator, recommended the board award the project to Farmers National Company.
Bierschenk moved/Wiley seconded: To approve the proposal from Farmers National Company. Motion carried.
Bierschenk moved/Wiley seconded: To approve the following law enforcement contracts from July 1, 2018 through June 30, 2019 with the following cities and their amounts listed to be paid quarterly:
Luzerne-$611.00, Norway-$3,055.00, Urbana-$3,055.00, Mt. Auburn-$611.00 and Garrison-$3,666.00. Motion carried.
