July 24, 2018 The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley were present, Bierschenk was running late. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Wiley moved/Primmer seconded: To approve the minutes of July 17, 2018. Motion carried. Wiley moved/Primmer seconded: Approve payment of checks numbered 228008 through 228136, payroll checks numbered 140194 through 140206, ACH deposits numbered 35083 through 35227, vendor checks numbered 228139 through 228145, voided check number 228007. Motion carried. Bierschenk arrived at 9:07a.m. Wiley moved/Bierschenk seconded: To approve and sign plan amendment #1 to Employee Benefit Systems. Motion carried. The time of 9:14 a.m. having arrived, and this being the time and date for a land use hearing for Vic and Andria Jones in part of the NE ¼ SW ¼ of 2-85-9. One adjoining neighbor was present, no media a present. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Jones would like to propose a change of 1 acre for a new residence in an existing building. He has lived in the area for 15 or more years. This site will need a new septic and will be able to hook up to the existing well and has an existing driveway. Ground is not in production. Adjoining landowner present voiced her concern over property lines and if it had been surveyed. She just wanted to be kept informed of what was going on. Another phone call received from a curious adjacent owner prior to the hearing wondering what was going on, nothing about being for or against the land use change. Hearing no other further comments the public hearing was closed. Bierschenk moved/Wiley seconded: To approve the request for the land use change from agricultural to non-agricultural for Vic and Andria Jones in part of the NE ¼ SW ¼ of 2-85-9. Motion carried. Discussion on areas of concern with the new Benton County Service Center move. The board would like to wait on some of the wants and needs of the people once they get in and settled in a bit. Then they would like to do a walk-thru of the new building and look at the needs and also have the security committee be involved. Kate Robertson and Marlyn Jorgensen of Benton Development Group (BDG) along with Chad Sands of East Central Iowa Council of Governments (ECICOG) met with the board regarding the county’s current land use ordinance. With the four-lane highway coming across southern Benton County very quickly, they felt the county needed to be proactive instead of reactive. There are greater opportunities for development along the corridor and would like to find out what the county wants and needs to do on land use. They suggested a study committee be created and give broad input on this and to come back to the board with their findings. Zoning and other concerns were brought up within the discussion. Benton County developed its first plan back in 1984 when it became effective in 1986. Since then, they’ve added a subdivision ordinance to slow housing developments down and there have been periodic updates made to that including adding the requirement of being near a hard-surfaced road. The Board would like to meet with the county zoning commission before anything else is done in regards to this topic.
