September 18, 2018 The Benton County Board of Supervisors met in regular adjourned session with Supervisors Primmer, Wiley and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Wiley moved/Bierschenk seconded: To approve the minutes from September 11, 2018. Motion carried. Wiley moved/Bierschenk seconded: To approve pest control quote from Presto-X for the Benton County Service Center. Motion carried. John Fish came to discuss traffic and maintenance concerns on 59th Street Trail, between Shellsburg and Urbana. There are safety concerns with no oil or dust control, it is just a fog he said and if nearby roads have been addressed, he feels this road should be as well. Wiley said he’d like to address highly traveled roads. The county also has a cost-sharing program for seal-coating raods. This is not the only road with dust issues, this is a big county with hundreds of miles to cover. The Engineer later reported that the traffic counts have not been updated on the DOT website yet. The board asked that he provide them as soon as they become available. They would like to get a work session scheduled regarding these problem roads when the new counts are done. Greg Walston with Iowa State Extension and Outreach and Mike Elwick from Old School Produce came to introduce the possibility of community gardens at the Benton County Service Center’s open space. Walston said he was not only here for extension office but as a community member as well. The perennials are already there and established, and they would like to continue the good work that Elwicks have done on the property. The county purchased the building from the Elwick’s for office space. Walston has been meeting with other community partners for ideas what to do with a garden at the site and what to do with the produce from the garden. Possibly donating to food pantries in the area, or see what current customer base from Old School Produce will want to continue. The board asked for their approach to continue and present back at a later date with more specific details. APPROVING HIRE IN SHERIFF’S DEPARTMENT

IT IS HEREBY RESOLVED that Tyler A. Brandt is hereby approved as a Full-time Deputy Officer, fulfilling a void in the department; WHEREAS, Brandt has completed the Civil Service testing procedure and is an ILEA Certified Peace Officer; WHEREAS, Brandt has signed a conditional job offer with the Benton County Sheriff’s Office; IT IS FURTHER RESOLVED that the starting wage of Tyler A. Brandt is as follows: Deputy Sheriff - $22.85 per hour per union contract. EMPLOYMENT STATUS CHANGE FOR LAURA PRIEST

WHEREAS, the Benton County Sheriff has a need for more help in communications department; and WHEREAS, Priest has been employed by Benton County as part-time since January 2, 2018 and; WHEREAS, Priest has been currently performing the duties of the above mentioned position; and WHEREAS, the Sheriff recommended that Priest have her employment status be changed from part-time to full-time, NOW THEREFORE BE IT RESOLVED by the Benton County Board of Supervisors that Laura Priest be changed to a full-time communications specialist in the Sheriff’s office, effective September 18, 2018 at the hourly rate of $16.47.
