February 15 Roy Merle Mallie 71 Vinton, Iowa Arrested on Intrastate Warrant for Operating While Intoxicated 2nd Offense. February 17 Teresa Marie Wutzke 50 Vinton, Iowa Charged with Driving While License Denied, Suspended, Cancelled or Revoked. Juvenile Referrals 15-year-old Male Juvenile Referral for Assault-Displaying Dangerous Weapon. 12-year old Male Juvenile Referral for Controlled Substance Violation. Three citations were issued for the Week of February 11 – February 17, 2019 for Operating Non-Registered Vehicle, and Failure to Provide Proof of Financial Liability. Five written warnings for offenses were issued the Week of February 11 – February 17, 2019 for Insufficient Number of Headlights, Operating Non-Registered Vehicle, and Improper Brake Light.
