Vinton-Shellsburg Community Schools
March 11, 2019
Call to Order
President Rob Levis called the regular meeting to order at 6:00 p.m. in the Administrative Office Board Room.
Roll Call / Pledge of Allegiance
Sue Gates, Kathy Van Steenhuyse, Jason Hicok, Rob Levis , Brenda Bartz, Kyle Schminke,
Mike Timmermans, Mary Jo Hainstock, Superintendent, and Brenda Barkdoll, Board Secretary/Treasurer
were present.
Receive Visitor/Audience Comments
Teresa Meyer, president of the Vinton-Shellsburg Community School District Foundation shared an overview of the year’s work.
The counseling department consisting of Sandy Hamilton, Scott Tandy and Erin Heims shared the district’s Individual Career and Academic Plan for students in grades 8-12.
Administrator Reports
Matt Kingsbury shared the high school’s ACT tests and Kirkwood Accuplacer tests are March 12th, FFA week is March 25th, and 3rd quarter will end March 29th.
Tony Islas thanked the school board members for their support.
Other administrators provided written updates.
Superintendent Reports
Superintendent Hainstock reported on Open Enrollment applications, Sunshine law week, set negotiations meeting, and reviewed the schedule.
Board Reports/Requests
Kathy Van Steenhuyse shared bill SF547 on vouchers is going to debate within the senate and encouraged the public to contact legislators and ask they vote no.
Kyle Schminke attended the Voyagers show, caberet, and speech contest.
General Business of the Board
Consent Items
826. It was moved by Bartz and seconded by Gates to accept the consent items as presented. Motion carried 7/0.
Public Hearing on K-12th School Calendar for 2019-2020
Hearing opened at 6:57 p.m. Parent commented on 5 days in month of March with changes in the regular school schedule and is hard to find daycare. Hearing closed at 6:59 p.m.
827. It was moved by Gates and seconded by Van Steenhuyse to approve the 2019-2020 calendar as presented. Motion carried 7/0
Review Budget for FY20
The board went through the budget workshop book and discussed the district’s finances.
Approve Proposed 2019-20 Budget for Publication and Publish 2018-19 Budget Amendment
828. It was moved by Schminke and seconded by Timmermans to publish the 2019-20 budget and the
2018-19 budget amendment including funding for the items outlined for option #5. Motion carried 7/0.
829. It was moved by Gates and seconded by Bartz to set the budget hearing for the 2019-20 budget
and the hearing for the 2018-19 budget amendment for Monday, April 8, 2019 at 6:30 p.m. at the
Central Office. Motion carried 7/0.
Budget Guarantee Resolution
830. It was moved by Van Steenhuyse and seconded by Bartz to levy property tax for fiscal year
2019-20 for the regular program budget adjustments as allowed under section 257.14, Code of Iowa if
we qualify for the budget guarantee. Motion carried 7/0 on a roll call vote.
Summer PPEL/LOST Projects
831. It was moved by Timmermans and seconded by Hicok to approve the recommended list of
summer projects with the understanding there may be some adjustments as the administration finalizes
costs, timelines, and other details. Motion carried 7/0.
First Reading of the Board Policies Related to ESSA and Administrative Procedures for Student Discipline
The board reviewed the first reading of policies listed and will have the final reading on the next
board meeting.
Legislative Update
Superintendent Hainstock gave an update on the legislature’s recent work.
