The Vinton City Council met on Thursday evening, March 14.
The meeting was called to order.
The council received and filed the minutes from the February 28th meeting, approved invoices and received and filed the February revenue and expenditure report.
They also received and filed communications, petitions, and remonstrances.
The City received a notification letter from the IowaDOT, dated March 8, 2019.
The letter states that there will be a slurry seal added to the road from Vinton to north of Schull Ave. in La Porte City. The project is to start during 2019, and the city will be notified as the project date becomes available. The letter also indicates that the city will be responsible to accommodate the construction engineers as needed for this project. There will be no cost to the city however for the project itself.
The city also discussed the proposed budget for the fiscal year ending June 30, 2020, approved the resolution adopting the budget.
The city also approved the resolution authorizing the real estate contract with Shirley Corbett for the property owned but the late veterinarian Dr. Corbett, located between highways 150 and 218.
The property will be used to build a part of the Middle Cedar Watershed Wetland Basin to contain runoff from area property in an attempt to prevent flooding in Vinton.
The property was sold to the city for the amount of $300,000.
In a letter to the city on behalf of the Vernon Flechner Trust , John Ketchen a Trustee, requested an extension from 10 to 15 years for the TIF funding payback to the city. The council voted to approve the change.
The city also approved an estimate for Airport Fuel Dispenser Improvements.
The council also approved a tentative agreement between the city of Vinton and the Teamsters Local 238 which represents the Vinton Police Officers.
The agreement extends the current contract for a period of one year maintaining all current benefits. Wages will be increased by 3% across the board on July 1, 2019.
In new business, the city:
Approved a transfer of funds from the general fund to the library fund.
Considered a request for remediation grant reimbursement to Michael & Dowd Inc.
Considered an application for a new credit card for Parks & Recreations department.
Considered a request to remove handicap parking space from 114 E. 4th St.
Considered attendance at Iowa Rural Development Conference
Discussed clerical request for vacation and holiday pay
Discussed the water system in the new housing addition.
