The Vinton-Shellsburg Board of Directors met in regular session on Friday, November 8. President Levis called the meeting to order at 2:01 PM; members Gates, Levis, Timmermans, and Van Steenhuyse answered roll call; Superintendent Hainstock and Business Manager Barkdoll were present.
Under the Superintendent’s Report, Hainstock shared preliminary results from the Iowa testing program, work with OSHA, timeline on the hiring of the transportation director position, and calendar items. She invited all to attend the Veterans’ Day program on the 11th.
Under Board Reports, members commented on the Academic Awards night at the high school; a thank you received from John Frazier; and the recent work with VSEA was conducted in a collaborative and trusting atmosphere.
Under General Business of the Board:
The board reviewed Consent Agenda items including:
§ Minutes from the October 14th regular board meeting and October 28th special board meeting; claims; and financials;
§ Personnel items including contract amendments and modifications including the instructor rate for teachers teaching other teachers; mileage stipends for in-district travel; Erin Heims as mentor for a new guidance counselor; and approval of a stipend of $225 for all full-time employees and $115 for all part-time employees and citizen coaches; hiring of Ryan Stephenson, Brandt Corcran and Aric Chvala; and Diane Higgins and John Frazier as substitute teachers.
The board approved an application for allowable growth to the School Budget Review Committee to cover increasing enrollment costs, open enrolled out student costs and those in our English Language Learner program for more than five years.
The board discussed an early retirement program. They approved a resolution that will pay a stipend of 40% of the last year’s regular salary plus $50/unused sick day for certified staff and $30/unused sick day for support staff to employees who will be 55 years or older by June 30, 2020; are full-time; and have been with the district at least 15 years.
The board approved paying the January 2 payroll on January 2 even though it falls within the holiday break.
The board reviewed and accepted the auditor’s report for 2018-19.
The board conducted the second and final reading of miscellaneous board policies.
The board conducted the first reading of the 100 series of board policies.
The board proclaimed November 18-22 as American Education week.
The board reviewed correspondence items including the policy about payroll periods, ACT results, Kirkwood Concurrent Enrollment summary for 2018-19 and the mileage stipends.
The Resolution:
VINTON-SHELLSBURG COMMUNITY SCHOOL DISTRICT EARLY RETIREMENT PROGRAM
WHEREAS, Iowa Code 279.46 allows a local school district to adopt a program for payment from the general operating and/or management funds of a monetary bonus, continuation of health or medical insurance coverage, or other incentives for encouraging its employees to retire before the normal retirement date as defined in Chapter 97b; and,
WHEREAS, a one-time Supplemental Retirement Incentive provides two generally desirable benefits, i.e., it provides financial advantages for those persons who are near a personal decision to retire and it may enable necessary staffing modification to take place without disrupting careers of those who wish to stay on the job; and,
WHEREAS, at the discretion of the Board of Education a Supplemental Retirement Incentive may be offered to provide a one-time retirement incentive as long as it does not discriminate against employees in accordance with the federal Age Discrimination in Employment Act (ADEA) and Older Worker Benefit Protection Act (OWBPA);
THEREFORE, be it resolved that the Vinton-Shellsburg Community School District Board of Education hereby establishes the following provisions for implementing a Supplemental Retirement Incentive program for those employees submitting an application to the Vinton-Shellsburg Community School District Business Manager’s Office by 4:00 PM on Friday, January 10, 2020:
Provision #1: Employees eligible to retire in accordance with the accompanying criteria will be provided an additional 40% of his/her last year’s wage/salary for primary job responsibilities. The payments will be made in the name of the employee into a 403(b) post retirement special pay program.
Criteria: (Both criteria must be met)
1. Available to employees who have reached age 55 on or before June 30, 2020.
2. Available to employees who have completed at least 15 years of service within the Vinton-Shellsburg Community School District as of June 30, 2020.
Provision #2: Employees participating in the supplemental retirement incentive program shall be considered to be retired at the end of the day on June 30, 2020.
Provision #3: Any other retirement provision offered to Vinton-Shellsburg Community School District employees shall be in accordance with said rights and privileges of such employees under applicable law, policies, administrative rules and provisions of the State of Iowa.
Provision #4: Retirement applications submitted any time after 4:00 PM on Friday, January 10, 2020 will not be eligible for supplemental retirement incentives. A letter of resignation, pending the applicant’s approval for participation in the Early Retirement Program, must be attached to the application.
Provision #5: The Board of Directors reserves the right to limit the number of applications approved. Application considerations will be based upon the date and time of receipt by the business office.
