The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Seeman and Bierschenk present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.

Seeman moved/Bierschenk seconded: To approve Resolution #20-5, Granting Yvonne Burkhart a variance to Benton County Subdivision Ordinance #72 in part of the SW SW 11-85-10. Motion carried.
Seeman moved/Bierschenk seconded: To approve 74 hours vacation carryover for Myron Parizek, to be used by May 31, 2020. Motion carried.
Seeman moved/Bierschenk seconded: To approve Resolution #20-6, Bridge Embargo Removal on 51st St Drive in Cedar Township. Motion carried.
Loras Schulte, Jennifer Zahradnik and Eric Werner, members of the landfill commission met with the Board to discuss possible future changes and having the commission take over the rural recycling program in Benton County. The commission would like to use the county's rolloff containers which are located in various parts of the county. Currently $72,800 is budgeted for recycling and haulers who hande the recyclables. The Board was in favor of allowing the Landfill Commission to dig further into pros and cons of taking over the rural recycling program, but didn't want to cut services to the rural residences. No action was taken at this time, but it will be addressed at a later time after the landfill commission acts.
Bierschenk moved/Primmer seconded: To re-appoint Nancy Jensen, Denise Schwab, Bryce Brecht, Nancy Thorkilson, Jennifer Zahradnik and Tracy Seeman to members of the Solid Waste Commission. Motion carried.
Erin Monaghan presented the CPPC Contract Amendment for approval. The changes are due to a few revisions including pricing and payment table. Contract duration is 7/01/19 through 6/30/2020 and amount is not to exceed $22,500.
Bierschenk moved/Seeman seconded: To approve the seventh amendment to the Community Partnership for Protecting Children Coordination of Services (CPPC) Contract between the Iowa Department of Human Services and Benton County Board of Supervisors in the amount of $4,000. Motion carried.
Stephen Beck, Belle Plaine City Administrator came to inquire about the notice the city received from the Treasurer's office regarding closing the satellite location for issuing drivers licenses. He also read a letter aloud to supervisors written on behalf of the Belle Plaine Council stating they were not in favor of shutting down this location on Wednesdays. Beck stressed the city and surrounding region appreciated the service that was offered for decades and was seeking clarifications on the numbers used on the costs and people served to make this decision. He felt the city of Belle Plaine should have been able tovoice in this decision and asked that it be reconsidered. The County Attorney felt that this decision was not made by the Supervisors but by the Treasurer. Michele Sauer, Benton County Treasurer spoke up to say this wasn't a decision that was made lightly and also referred to 2002 when the state decided to cut back this service and Benton County was originally going to lose license issuance altogether. The former Treasurer Geater stepped up and took this on as additional duties so that it would continue to be available to residents. Beck thanked everyone for the time and information that he was provided that he can take back. He was also asking if there was any possibility of compromising on this which led to discussion on the staffing needs and the state issued computers used. The state supplies the station, it is not a portable unit, If the satellite station closes in Belle Plaine, that unit will then be brought back into the courthouse office and be an additional station to help serve customers 5 days a week. No action was taken.
Scott Hansen brought up the need to appoint a member to the E911 Committee, with recent changes, the Sheriff is already considered a member so they would need someone else in addition per Code Chapter 34A.
Seeman moved/Bierschenk seconded: To approve the minutes of January 2, 2020. Motion carried.
Bierschenk moved/Seeman seconded: Approve payroll checks numbered 141080 through 141085, ACH deposits numbered 40423 through 40561, claims numbered 233824through 233960 and vendor checks 233961 through 233967. Motion carried.
Bierschenk moved/Seeman seconded: To approve Auditor's Quarterly Report. Motion carried.
Seeman moved/Bierschenk seconded: To approve Sheriff's Quarterly Report. Motion carried.
Bierschenk moved/Seeman seconded: To approve Bid packet 3B and the notice to publish, authorize chairman to sign National Disaster Recovery Project intent to obligate construction funds and the affirmation of duplication of benefits and subrogation and assignment for National disaster resiliency infrastructure/watershed CDBG Grant Project. Motion carried.
Some guidance regarding supervisor budget and future agenda scheduling was discussed.
