The Benton County Board of Supervisors met in regular session with Supervisors Seeman and Bierschenk present. Primmer was absent. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyiowa.org

Seeman moved/Bierschenk seconded: To approve the minutes of January 14, 2020. Motion carried.

Seeman moved/Bierschenk seconded: To set land use hearing date of Tuesday, February 18, 2020 at 9:15 a.m. for Wendling Quarries, Inc. for part of the SW ¼ NW ¼ 31-86-10. Motion carried.

Seeman moved/Bierschenk seconded: Approve payroll checks numbered 141086 through 141113, ACH deposits numbered 40562 through 40698 claims numbered 233968 through 234095 and vendor checks 234096 through 234103. Motion carried.

Chris Schwartz came to discuss road maintenance needs for a culvert area at the intersection of 29th Ave. and 61st ST. Trail. She presented pictures to show where a culvert is washed out and they were asking to have it extended out at the T-intersection to make make it 40" wide so it would be easier to turn trucks. The Engineer was also present and spoke up how this area had been previously cleaned out for water flow and they currently don't have more fill dirt, but this could be added to his list for repair work. It might be better to dig it up and move it than it is to widen it.

Seeman moved/Bierschenk seconded: To approve Iowa Department of Transportation's (IDOT) renewed Detour agreement from county road E44 to US Hwy 30. Motion carried.

Seeman moved/Bierschenk seconded: To approve Treasurer's Semi-Annual Report and Disbursements from July 1, 2019 through December 31, 2019. Motion carried.

Seeman moved/Bierschenk seconded: To approve Resolution #20-7, Abate Taxes in the amount of $392.00 on parcel #030-23625 per Iowa Code 657.A 10A. Motion carried.

Bierschenk moved/Seeman seconded: Approve the RFQ needed for consulting services for updating the Benton County Iowa Multi-Jurisdictional Hazard Mitigation Plan. Motion carried.

Lindsey Upah, Rural Access Center Manager and Benton County Sheriff Ron Tippett, presented another way to fill the mental health gap in Benton County. The goal to help people released from jail, getting them set up with places to are supposed to go, instead of where they're not to go and keep them out of trouble. They would like to pursue a housing/shelter plan with Willis Dady Homeless Services, and another possible satellite location in Belle Plaine. The Regional Mental Health Board is having an upcoming meeting and they need local approval before they can present this consideration. The county is not fully committed until they come back with more of a proposal if the Region approves this project.

Seeman moved/Bierschenk seconded: To approve up to $100,000 for mental health fund balance for an additional housing project that can be presented at the Region meeting Thursday. Motion carried.

Seeman moved/Bierschenk seconded: To adjourn. Motion carried.
