The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman were all present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.
Seeman moved/Bierschenk seconded: To approve the minutes of January 27, 2020 and January 28, 2020. Motion carried.
Bierschenk moved/Seeman seconded: To amend the public hearing date for Maximum property tax of February 11, to Tuesday February 25, 2020 at 9:30 a.m. Motion carried.
Benton County Historic Preservation Commission members presented their budget request. It reflects an increase of $2,250 to last year's amount. They are applying for a community foundation grant and $4,800 of that would be the required 40% local match. If they are granted the grant, they would like to obtain a survey to have a professional assess their historical properties and put together in a large report. The grant money would go towards this expense and they also provided the Board with updates on recent projects and future plans.
Benton County Conservation Director Karen Phelps presented the FY 21 budget request which included discussion regarding getting the shop at Hannen Park started.
Seeman moved/Bierschenk seconded: To approve Resolution #20-10, Approving final plat for Burkhart's First Addition to Benton County, Iowa. Motion carried.
RESOLUTION #20-10
APPROVING PLAT FOR BURKHART'S FIRST ADDITION
TO BENTON COUNTY, IOWA
WHEREAS, a Plat of Burkhart's First Addition to Benton County, Iowa, containing one (1) lot has been presented to the Benton County Board of Supervisors consisting of the following described real estate:
See Exhibit "A" attached hereto and made a part hereof
And
WHEREAS, after consideration, the same is found to be correct and in accordance with the provisions of the laws of the State of Iowa and the ordinances of Benton County, Iowa, and
WHEREAS, the owners have executed and filed an Owner's Certificate containing consent and dedication for said Plat: and
WHEREAS, the Benton County Board of Supervisors find that the plat would be advantageous to Benton County, Iowa,
NOW, THEREFORE, BE IT RESOLVED by the Benton County Board of Supervisors that said plat of Burkhart's First Addition to Benton County, Iowa, will be and the same is hereby acknowledged and approved and accepted on the part of Benton County, Iowa, subject to the following stipulations:
1. Any new driveways will be built to comply with Benton County's driveway resolution dated October 17, 1975 and amended September 4, 1981, and April 17, 2008.
2. Any new water supply will be constructed with the approval of the Benton County Department of Health.
3. Any new sewage treatment system will be constructed with the approval of the Benton County Department of Health.
The Benton County Auditor is hereby directed to certify this Resolution Approving Plat and affix the same to said Plat as provided by law.
This resolution passed and approved on the 4th day of February, 2020.

That part of the Southwest Quarter of the Southwest Quarter (SW 1/4 SW 1/4) of Section No. 11, Township No. 85 North, Range No. 10 West of the Fifth Principal Meridian, Benton County Iowa, described as follows:
Beginning at the Northwest corner of said Southwest Quarter of the Southwest Quarter,
point being a found "mag" nail in A.C.C. pavement;
thence along the North line of said Southwest Quarter of the Southwest Quarter South 89°45½' East a distance of 440.1 feet to the Northwest corner of Parcel "A" per Plat of Survey dated 10/27/1999 recorded in Book 10 Page 436 in the Office of the Benton County Recorder, point being a found "mag" nail in A.C.C. pavement;

Engineer Myron Parizek met with the board for clarification regarding the intersection of HWY 30 and 21st Ave. He questioned about the quality of life issue with the noise if rumble strips are installed on the north side. It would be 50 feet to a nearby residence. Parizek also discussed the standard for stop signs and stop ahead signs at intersections. He has looked at lighting options and talked with a contractor. Work could not begin on the rumble strips until it gets above freezing. Action on a recommendation will be put on next week's meeting agenda.
Bierschenk moved/Seeman seconded: To enter into exempt session pursuant to Iowa Code 20.17(3) for secondary roads bargaining discussion. Motion carried.
Seeman moved/Bierschenk seconded: To exit exempt session and go back into open session at 10:54 a.m. Motion carried.
Other FY 21 Budget work was done along with committee reports.
