The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman were all present. The meeting was called to order at 9:00 a.m. Unless otherwise noted, all actions were approved unanimously.

Seeman moved/Bierschenk seconded: To approve the minutes of February 11, 2020 and February 13, 2020. Motion carried.

Bierschenk moved/Seeman seconded: Approve Resolution #20-14, Variance to Benton County Subdivision Ordinance. For Zachary Ellis for part of Parcel B in SE ¼ NW ¼ of 3-85-9. Motion carried.

The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Wendling Quarries, Inc. in part of the SW1/4 NW1/4 of 31-86-10. John Tuthill, representing Wendling Quarries was present. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Wendling would like to propose a change of 15.5 acres into non ag use for sand and gravel extraction. CSR is 65, land is not in production. The existing driveway meets all requirements. The parcel under review is immediately adjacent to the site currently used for the existing sand and gravel site owned by Coots Materials. The change would allow Wendling's to expand and keep continuity of the operations. The required notifications were sent to the adjacent landowner's and published in the official newspapers with no comments heard. There is no building, so won't be a need for well and septic. Tuthill explained how using the existing infrastructure in place at this site, will get them another 10-20 years of materials. Hearing no other further comments, the public hearing was closed.

Seeman moved/Bierschenk seconded: To approve land use change for Wendling Quarries, Inc. for 15.5 acres to non ag use and allow them to remove overburden material and dredge for sand and gravel on part of the SW1/4 NW1/4 SW1/4 of 31-86-10. Motion carried.

Bierschenk moved/Seeman seconded: to approve Resolution #20-15, Approve hiring of Alex Maynard and Ann Stephens for full time clerks in the Treasurer's office effective March 2, 2020 at $30,000 a year. Motion carried.

Seeman moved/Bierschenk seconded: To approve early notices for publication regarding the environmental review for CDBG-13-NDRI-001 for Benton, Buchanan and Tama counties. Motion carried.

Bierschenk moved/Seeman seconded: To approve and authorize chairman to sign cyber and technology liability renewal application. Motion carried.

Bierschenk moved/Seeman seconded: To adjourn. Motion carried.
