The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman were present. The meeting was called to order at 9:00 a.m. Members of the public were provided the zoom access capability to join in during open session. Unless otherwise noted, all actions were approved unanimously.
Bierschenk moved/Seeman seconded: To approve the minutes of March 17 and March 20, 2020. Motion carried.
Seeman moved/Bierschenk seconded: Approve payroll checks numbered 141200 through 141223, ACH deposits numbered 41112 through 41250 , vendor checks 234594 through 234601 claims numbered 234602 through 234696. Motion carried.
The time of 9:10 a.m. having arrived, and this being the time and date for a land use hearing for Justin and Stacy DeMoss in part of Parcel A in NW ¼ NW ¼ 25-82-11. Justin DeMoss called in to join the meeting and the public was also given notice if they needed to call in and participate. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. DeMoss previously removed an old mobile home put an apartment in its place, they would like to build a new home and keep the apartment also. This location is on a hard surfaced road and the existing driveway meets the required criteria. Ground is not in production and has an average CSR of 63. It will need a new septic. 4 adjacent land owners were notified and hearing no comments. Public hearing was closed.
Bierschenk moved/Seeman seconded: To approve land use hearing for one acre to allow Justin and Stacy DeMoss in part of Parcel A in NW ¼ NW ¼ 25-82-11 to build a new home. Motion carried.
Seeman moved/Bierschenk seconded: To approve utility permit for Poweshiek Water Association along US Hwy 30 between 14th and 22nd Ave. Motion carried.
RFQs were received for the Benton County Iowa Mutli-Jurisdictional Hazard Mitigation Plan update as follows:
Two Rivers Emergency Management-$22,000
Steve Meyer Consulting LLC-$12,000
Seeman moved/Bierschenk seconded: To award the quote to update Benton County's Mutli-Jurisdictional Hazard Mitigation Plan to Steve Meyer Consulting LLC for $12,000 and to continue having Scott Hansen as the Project Manager. Motion carried.
The time of 10:00 a.m. having arrived, and this being the time and date for a land use hearing for Kevin and Deb Kacena in part of W1/2 NW ¼ NW ¼ 34-86-10. Kacena's joined the meeting by phone. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Kacena's would like to build a proposed 64' X 108' barn for an event/wedding venue. Currently part of this ground is used as a pumpkin and Christmas tree farm. Land is not in production, soil is of fine sand and no slope with a CSR of 45. They will need a new well and septic for this and they will obtain proper licenses for their kitchen. The existing driveway meets Iowa DOT requirements. Adjacent land owners were notified and hearing one comment from the Guenthers being in favor of such a lovely addition to the community. Greenlee felt this was a nice fit. Hearing no other comments, public hearing was closed.
Bierschenk moved/Seeman seconded: To approve the land use hearing for Kevin and Deb Kacena in part of the W1/2 NW ¼ NW ¼ 34-86-10. Motion carried.
Quotes for Service Center remodel to allow Foundation 2 to be shared within the Rural Access Center were discussed.

Primmer moved/Bierschenk seconded: To approve the quote from Atkins Lumber for the remodel of the Rural Access Center for Foundation 2 to have privacy. Motion carried.
Bids were reviewed from previous meetings in regards to the new Benton County Transportation Center. The county has been approved for a grant for up to $318,000 towards the cost. There is as an agreement in place with East Central Iowa Council of Government (ECICOG) and once all this is officially approved by them and the Department of Transportation we can continue moving forward.
Primmer moved/Bierschenk seconded: To approve bids as followed for the Benton County Transportation Center. Motion carried.

Seeman moved/Bierschenk seconded: To ask department heads and elected officials to prepare a continuation plan for offices to continue running smoothly in regards to the COVID 19 response plans. They would like these submitted by 1:00 p.m. Wednesday March 25, 2020 and there will be another meeting to discuss further at 3:00 p.m. on March 25, 2020. Motion carried.
Bierschenk moved/Seeman seconded: To adjourn. Motion carried.
