The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman were present. Primmer called the meeting to order at 9:00 a.m. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously.
Seeman moved/Bierschenk seconded: To approve the minutes of May 12, 2020. Motion carried.
Seeman moved/Bierschenk seconded: To approve and authorize the chairman to sign the WMA Environmental Reviews for MC-INV-007 and MC-INV-009. Motion carried.
Bierschenk moved/Seeman seconded: To approve cigarette permit for Kimm's Mini-Mart effective July 1, 2020 through June 30, 2021. Motion carried.
Bierschenk moved/Seeman seconded: To approve Resolution #20-32, Approving Final Plat for Baldus First Addition to Benton County, Iowa. Motion carried.

APPROVING PLAT FOR BALDUS FIRST ADDITION
TO BENTON COUNTY, IOWA
WHEREAS, a Plat of Baldus First Addition to Benton County, Iowa, containing one (1) lot has been presented to the Benton County Board of Supervisors consisting of the following described real estate:
See Exhibit "A" attached hereto and made a part hereof
And
WHEREAS, after consideration, the same is found to be correct and in accordance with the provisions of the laws of the State of Iowa and the ordinances of Benton County, Iowa, and
WHEREAS, the owners have executed and filed an Owner's Certificate containing consent and dedication for said Plat: and
WHEREAS, the Benton County Board of Supervisors find that the plat would be advantageous to Benton County, Iowa,
NOW, THEREFORE, BE IT RESOLVED by the Benton County Board of Supervisors that said plat of Baldus First Addition to Benton County, Iowa, will be and the same is hereby acknowledged and approved and accepted on the part of Benton County, Iowa, subject to the following stipulations:
1. Any new driveways will be built to comply with Benton County's driveway resolution dated October 17, 1975 and amended September 4, 1981, and April 17, 2008.
2. Any new water supply will be constructed with the approval of the Benton County Department of Health.
3. Any new sewage treatment system will be constructed with the approval of the Benton County Department of Health.
The Benton County Auditor is hereby directed to certify this Resolution Approving Plat and affix the same to said Plat as provided by law.

The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Dustin and Nicole Druschel in part of SW ¼ of SW ¼ 11-85-10. Dustin Druschel joined the meeting by phone. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Druschel's would like to build a new home on a tract of land owned by Yvonne Burkhart. The land in review is not in production, the CSR is 37. The sight will need a new well and septic, but has an existing driveway that meets all the requirements. The proper notice was given to adjacent land owners and no comments heard for or against. No other comments were heard, and the public hearing was closed.
Seeman moved/Bierschenk seconded: To approve the land use hearing for Dustin and Nicole Druschel in part of SW¼ of SW ¼ 11-85-10. Motion carried.
The time of 9:30 a.m. having arrived and this being the time and date for a public hearing on the adoption of the county's FY 20 budget amendment, the chair opened the public hearing for comment. There were no members of the public present. There were no comments heard in opposition to the FY20 budget amendment. Auditor Rippel went over the amendments to be made from the varied department requests and what was published in the newspapers. Hearing nothing further, the chair declared the public hearing closed.

BE IT REMEMBERED on this, the 19th day of May, 2020, the Board of Supervisors of Benton County, Iowa, met in session for the purpose of hearing on an amendment to the current operating budget adopted on March 19, 2019. There was a quorum present as required by law. Thereupon, the Board found that the notice of time and place of the hearing had been published. Thereafter, and on said date the amendment was taken up and considered. Thereafter, the Board took up the amendment to the budget for final consideration and determined that said budget be amended as follows:

Bierschenk moved/Seeman seconded: To remove Ben Bonar from the Integrated Roadside Vegetation Management (IRVM) Commission and appoint Zach Parmater to replace him. Motion carried.
Ben Bonar, Weed Commissioner voiced his interest in using the old Transportation building for possible office and storage space. Sheriff Tippett has some storage interest also along with Scott Hansen, Emergency Management. Hansen was not sure about moving an office there because of it being in the flood plain issue. Storage of equipment is what the old transportation building was built for.
Judy Funk, Heartland Insurance Risk Pool provided the Board of Supervisors the renewal illustrations via zoom. They had time to review and ask questions. In addition to the renewal estimate, Funk informed the Board of a premium credit of $41,598 that will be applied to the premium due for the FY 21 renewal. The mod factor decreased, which is a good thing. Funk explained how they take 6 years of data and throws out the highest and lowest and averages out the middle four. Benton County is in the same insurance pool along with 10 other counties and is self-funded.
Seeman moved/Bierschenk seconded: To enter into and authorize the chair to sign the Client Authorization to Bind Coverage and the Client Confirmation of Schedules and Exposures with Heartland Insurance Risk Pool for insurance coverage for July 1, 2020 through June 30, 2021. Motion carried.
Seeman moved/Primmer seconded: To approve the hiring of seasonal helper Hannah Timmerman at $13.00 an hour effective Thursday May 21, 2020 in the Engineer's office. Motion carried.
The Supervisors along with the elected officials and department heads continued discussion about the COVID-19 impacts.
Seeman moved/Bierschenk seconded: To open the county campgrounds up operating using the Level 1 protocols starting Wednesday, May 20, 2020. Campers will also be asked to fill out a wellness statement at registration time. All other county facilities will remain as is and will continue to discuss future changes if necessary. Motion carried.
