The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. The meeting was called to order at 9:00 a.m. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyiowa.org
Seeman moved/Bierschenk seconded: To approve the minutes of June 9, 2020. Motion carried.
Seeman moved/Bierschenk seconded: To approve and authorize signature for service agreement to participate in the Iowa State Association of Counties HIPAA Program effective July 1, 2020. Motion carried.
Bierschenk moved/Seeman seconded: To approve Resolution #20-39, Enter into 28E agreement with Benton Community School District and Benton County Sheriff Department for a Resource Officer program. Motion carried.
Conservation Director Karen Phelps came to update the board on the conservations budget status as well as the county parks moving to a level 3 effective Friday June 15, 2020. This level 3 will allow for the use of the cabins and shelters, and undecided on the Nature Center at this time.
Allison Hicks along with other members of the Historic Preservation Commission met with the board regarding the purchase of a new copy machine. The cost for the new machine was $3,500 and the Board had questions during last week's meeting and wanted to wait on paying the claim. Supervisor Primmer questioned the need for something of such magnitude, and why it wasn't purchased through the company that Benton County already had a contract with. County Attorney David Thompson added that if the commission wanted to purchase this, the supervisors can't say "No". Supervisor Seeman stated he was not saying the commission didn't deserve this, but wondered if there was a cheaper alternative. After further back and forth on the matter, the claim was approved with hopes that the new copier will benefit the commission and the county through grants.
Bierschenk moved/Seeman seconded: To approve the purchase of the RACOM tower, equipment, and 5 acres located at 5645 20th Ave. for $25,000.00 with the funds to come from 911 as approved by the 911 Board. Motion carried.
Seeman moved/Bierschenk seconded: To approve amendment #2 for the subricipient agreement between Benton County, Iowa and East Central Iowa Council of Governments (ECICOG) for the provision of administrative services to implement an Iowa Watershed approach project as funded through the Community Development Block Grant (CDBG)
Bierschenk moved/Seeman seconded: To approve and sign the Iowa Department of Transportation (IDOT) agreement for county bridge federal-aid SWAP Funding for bridge habilitation on V66 over Prairie Creek. Motion carried.
Seeman moved/Bierschenk seconded: To approve utility permit for USA Communications in Iowa, Leroy, St. Clair, Union and Eldorado township to bore underneath the county's right of way. Motion carried.

Bierschenk moved/Seeman seconded: To sign title sheet for Bridge replacement project #BRS-CHBP-CO06(115)-GB-06 on 16th Ave. in Leroy Township. Motion carried.
Bierschenk moved/Seeman seconded: To sign title sheet for Bridge replacement project #BROSCHBP-CO06(117)-NC-06 on 22nd Ave Dr. in Cedar Township. Motion carried.
Seeman moved/Bierschenk seconded: To approve purchase agreement with Kevin and Cara Patterson in the amount of $288.00 for temporary and permanent easement on .06Acre for bridge replacement project #BROSCHBP-CO06(117)-NC-06 on 22nd Ave Dr. in Cedar Township. Motion carried.
Seeman moved/Bierschenk seconded: To approve purchase agreement with Maurice and Joyce Flickinger in the amount of $2600.00 for temporary and permanent easement on 0.65 Acre for bridge replacement project #BROSCHBP-CO06(110)-GA-06 in Harrison Township on 24th Avenue Drive and some fencing costs. Motion carried.
Seeman moved/Bierschenk seconded: To approve purchase agreement with Thomas and Bonnie Haes in the amount of $520.00 for temporary and permanent easement on 0.10 Acre for bridge replacement project #BROSCHBP-CO06(110)-GA-06 in Harrison Township on 24th Avenue Drive. Motion carried.
Seeman moved/ Bierschenk seconded: To approve purchase agreement with Weston Frye in the amount of $720.00 for temporary and permanent easement on 0.14 Acre for bridge replacement project #BROSCHBP-CO06(110)-GA-06 in Harrison Township on 24th Avenue Drive. Motion carried.
