The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. The meeting was called to order at 9:00 a.m. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov
Seeman moved/Bierschenk seconded: To approve both sets of the minutes from Tuesday August 18, 2020 and Friday August 21, 2020. Motion carried.
Seeman moved/Bierschenk seconded: To set land use hearing date for Tim and Shelby Folken in part of the SE ¼ SE ¼ of 10-83-10 for Tuesday September 22, 2020 at 9:15 a.m. Motion carried.
Seeman moved/Bierschenk seconded: To approve the Veterans Quarterly Reports for periods ending March 31, 2020 and June 30, 2020. Motion carried.
Seeman moved/Bierschenk seconded: Approve payroll checks numbered 141395 through 141411, ACH deposits numbered 42691 through 42839, handwrite 236160, vendor checks 236161 through 236168, claims numbered 236169 through 236279. Motion carried.
The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Chris and Julie Frimml in part of SE ¼ of SE ¼ 10-8-10. Frimml's were not present. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Frimml'swould like to build a new home on 2 acres of land. The land in review is not in production. The sight will need a new driveway, and there is an area where it can be installed and meet the driveway policy. A new septic will be required, and rural water is available. Surrounding land uses are farm ground and other acreages. The proper notice was given to 3 adjacent land owners and the official newspapers, there were no comments heard for or against. No other comments were heard, and the public hearing was closed.
Seeman moved/Bierschenk seconded: To approve the land use hearing for Chris and Julie Frimml in part of SE ¼ of SE¼ 10-8-10. Motion carried.
Bierschenk moved/Seeman seconded: To authorize paperwork to terminate the farm lease between Benton County and April Harding, d/b/a Green Acres Ranch. Motion carried.
Seeman moved/Bierschenk seconded: To Approve first tier canvass as read for the Walford Special City Election Canvass. The official results are to be recorded in the office of the County Auditor. Motion carried. City of Walford officials will be certified in the second tier canvass which will be held on September 1.
Katie Cox, Director of Home and Public health provided a COVID update to the supervisors and other county officials. Cox also explained some texting and symptoms, contact tracing and ruling out other things that are not Covid-19. Cox felt that everybody is working hard and trying to make the best decisions, and trying to get back to normal, its important to talk things through. Another update will come in a few weeks.
Scott Hansen provided an update on the county's recovery efforts, including how Hawkeye Area Community Action Program(HACAP) has requested assistance with disaster case management. This case management is focused on connecting people with resources and supports available that would be reimbursed by Department of Human Services (DHS). Benton County may need to arrange for a memorandum of understanding between Benton County and HACAP. Sarah Wagner representing Benton County Relief has already offered to help with this vital work and will track her time on her timesheets going forward.
Bierschenk moved/Seeman seconded: To approve Resolution #20-58, temporary road closure for construction on 31st Ave. in Fremont Township. Motion carried.
Bierschenk moved/Seeman seconded: To approve and sign bridge deck replacement project # BHS-SWAP-CO06(118)-FC-06 N of Blairstown on 21st. Avenue. Motion carried.
Bierschenk moved//Seeman seconded: To adjourn. Motion carried.
