The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. The meeting was called to order at 9:00 a.m. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously. Summarized Resolutions will be available in the Auditor's office and at: www.bentoncountyia.gov

​Seeman moved/Primmer seconded: To approve the minutes from Tuesday September 15, 2020.

Bierschenk moved/Seeman seconded: To approve Resolution #20-64, National Voter Registration Month/Day is September 22, 2020. Motion carried.

​Seeman moved/Bierschenk seconded: To approve Resolution # 20-65, Approval and disapproval of the Homestead, Military and Disabled Veteran's Homestead Tax Credits for the 2020 Assessment. Motion carried.

Seeman moved/Bierschenk seconded: To acknowledge the resignation of David Davis in the Transportation Department, effective Friday, October 2, 2020. Motion carried.

​Bierschenk moved/Seeman seconded: To approve Resolution #20-66, Committng of fund balances in accordance with GASB 54. Motion carried.

​Seeman moved/Bierschenk seconded: To Appoint Mike Rathje as Fremont Township trustee. Motion carried.

​The quote for audio wiring in the courtroom was disussed. No action was taken.

The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Tim and Shelby Folken in part of SE ¼ of NE ¼ 3-86-9. Tim Folken was present. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. Folken's would like to build a new home on 2 acres of land. The CSR has an average of 53. The sight will need a new driveway, and the proposed area has met all the requirements. Surrounding land uses are are primarily residences and row crop. The proper notice was given to 6 adjacent land owners and the official newspapers, there were no comments heard for or against. No other comments were heard, and the public hearing was closed.

​Seeman moved/Bierschenk seconded: To approve the land use hearing for Tim and Shelby Folken in part of SE ¼ of NE¼ 3-86-9. Motion carried.

​Seeman moved/Bierschenk seconded: To opt out of the presidential directive regarding withholding employee social security tax. Motion carried.

Seeman moved/Bierschenk seconded: Approve payroll checks numbered 141437 through 141454, ACH deposits numbered 42983 through 43123, handwrites 236416-236418, vendor checks 236419 through 236426, claims numbered 236427through 236560. Motion carried.

Bierschenk moved/Seeman seconded: To accept the bidsthe Engineer provided from IDOT September letting for Box Culvert Replacement on 75th St (BROS-SWAP-CO06(98)-SE-06 as follows:

Iowa Bridge & Culvert, L.C.-$276,665.50

McCulley Culvert, Inc. -$302,148.75

Taylor Construction, Inc. -$307,693.85

Boomerang Corp-$347,878.00

Progressive Structures, LLC-$350,796.60

Seeman moved/Bierschenk seconded: To award Box Culvert replacement bid and contract with Iowa Bridge & Culvert, L. C. in the amount of $276,665.50. Motion carried.

Seeman moved/Bierschenk seconded: To approve Resolution #20-67, Designate County Engineer to execute contract signatures for Project (BROS-SWAP-CO06(98)-SE-06. Motion carried.
