9-22-20 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in the Council Chambers. Roll call was answered by Blattler, Vogt, Chapman, Reeves, and Thorkildson. Vogt motioned to approve the amended consent agenda. Blattler second. All ayes. The bank reconciliation and revenues will be reviewed at the next meeting. Superintendent Robertson reported how well the grappler hook is working and meeting with Schminke regarding a destroyed property and how to get the water shutoff. Vogt motioned to prorate Hess' bill. Reeve's second. All ayes. Deputy Rider gave the police report. The Siem's resolution will be reviewed at the next meeting. Storm clean-up was discussed. A volunteer clean-up date was set for 8:00am on October 10th for the parks. Reeve's motioned to not exceed $2500.00 to have Mark Pingenot review the balance of the trees. Vogt second. All ayes. Chapman motioned to have Trick or Treating between 5:00pm - 8:00pm on Halloween night. Vogt second. All ayes. Mayor Speckner opened the bids for the sale of the loader. A+ Equipment out of California placed the high bid of $ 78,500.00. Facebook complaint was discussed and mentioned that the crosswalk was engineer designed per specs. Thorkildson motioned to send City Clerk to IMFOA Fall Conference in October. Blattler second. All ayes. Mayor Speckner said he will try to get more bids for the employee health insurance before making a decision. Chapman motioned to approve Resolution #09-22-2020, Street Finance Report. Blattler second. All ayes. Arch Bridge to be put on budget and send through request to be put on the City Bridge Candidate List for replacement funding. Thorkildson motioned to authorize Mayor to spend up to $ 1,000.00 in attorney fees regarding property next to Memorial Park. Blattler second. All ayes. Vogt motioned to adjourn. Blattler second. All ayes.
