The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. The meeting was called to order at 9:00 a.m. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously.
Seeman moved/Bierschenk seconded: To approve the minutes from Tuesday September 22, 2020.
Seeman moved/Bierschenk seconded: To allow the Cedar Valley Ranch, keep their equity portion in their possession instead of the normal transfer to Benton County so they can fund some needed improvements. Motion carried.
Bierschenk moved/Seeman seconded: To approve handwrites to pay the taxes on Benton County parcels #240-88600 and 870-03160. Motion carried.
Scott Hansen, Benton County Emergency Management Director and Steve Meyer, Chairman of the Emergency Management Board met with the Board regarding FY 22 Budget. The Agency can no longer count on part of its budget coming from the Duane Arnold Energy Center (DAEC). The nuclear power plant has been shut down. Part of working with the DAEC is the siren system. There are 35 sirens located throughout the county, and this system might be turned over to us. Meyer also gave an update on the county's hazard mitigation plan. Deadline is February 16, 2021, and work has been stalled since the Deracho that hit in August.
Mike Day, RC Tech provided the quote for audio in the courtroom. Day toured the courtroom and will look at a few options and will re-submit before the Board makes final approval.
Bierschenk moved/Seeman seconded: To acknowledge resignation of Ross Hanson, communication specialist at the Sheriffs office.
Seeman moved/Bierschenk seconded: To approve the transition for Lydia Close between part-time kitchen and part-time communication specialist. Motion carried.
Seeman moved/Bierschenk seconded: To acknowledge the grant award from Center for Tech and Civic Life to be used to help plan for safe and secure election administration in Benton County in the amount of $7,728.00. Motion carried.
Seeman moved/Bierschenk seconded: To approve Resolution #20-65, Abatement of taxes for various right of way parcels. Motion carried.
Mae Hingtgen, CEO for MH/DS of East Central Region provided an ECR update and reviewed the strategic plan and fund balance. The East Central Region also came up with a new branding logo. Hingtgen handed out the regional plan that includes mission, vision and values. Talked about the access issues, crisis delivery and other partnerships, and the fiscal responsibility being in a cohesive region.
Bierschenk moved//Seeman seconded: To adjourn. Motion carried.
