The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. The meeting was called to order at 9:00 a.m. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously.
Bierschenk moved/Seeman seconded: To approve the minutes from Tuesday October 6, 2020.
Seeman moved/Bierschenk seconded: Approve payroll checks numbered 141455 through 141471, and 141472-141486, ACH deposits numbered 43124 through 43268, 43269 through 43410 handwrites 236570-236572, vendor checks 236561 through 236567, claims numbered 236573 through 236768 vendor checks 236769 through 236776. Motion carried.
Seeman moved/Bierschenk seconded: To approve Auditor's Quarterly report ending September 30, 2020. Motion carried.
Seeman moved/Bierschenk seconded: To approve Recorder's Quarterly report ending September 30, 2020. Motion carried.
Adam Rodenberg provided an update of projects regarding bid packet 3 and bid packet 5. Rodenberg explained about the completion date for work to be complete by November 1. The watershed spans 10 counties: Franklin, Hardin, Butler, Grundy, Marshall, Tama, Blackhawk, Buchanan, Linn and Benton. In total it covers 1.5 million acres.
Bierschenk moved/Seeman seconded: To approve Resolution #20-70, Approving Final Plat for Folken Acres First Addition to Benton County. Motion carried.
Bierschenk moved/Seeman seconded: To approve utility permit for Bill Selken in Kane Township for solar panels. Motion carried.
Bierschenk moved/Seeman seconded: To approve Utility permit(s) for Windstream Communications in Union, Eden and Eldorado Townships. Motion carried.
Bierschenk moved/Seeman seconded: To approve Resolution #20-71, Bridge Embargo in section 15 of Union Township on 19th Avenue between 70th Street and 71st Street. Motion carried.
Seeman moved/Bierschenk seconded: To enter into closed session at 9:50 a.m. pursuant to Iowa code 21.5(1)c and 21.5(1)k.
Seeman moved/Bierschenk seconded: To exit closed session at 10:27 a.m. Motion carried.
Seeman moved/Bierschenk seconded: To authorize the county attorney to speak to the organization that was discussed in closed session and will report back to the board. Motion carried.
The County Attorney discussed outside legal counsel regarding labor negotiations and human resources management. He would like more information from the Auditor on what all the office is wanting before a law firm is hired. Thompson said he will handle the negotiations. No action was taken.
