The Benton County Board of Supervisors met in regular session with Supervisors Primmer, Bierschenk and Seeman present. The meeting was called to order at 9:00 a.m. at the Benton County Service Center's conference room. Members of the public were provided the zoom access capability to join in during open session and watch live at the county's YouTube channel. Unless otherwise noted, all actions were approved unanimously.
Seeman moved/Bierschenk seconded: To approve the minutes of Tuesday, November 24, 2020. Motion carried.
Seeman moved/Bierschenk seconded: To approve 10 days vacation carryover for Marc Greenlee to be used by June 30, 2020. Motion carried.
Bierschenk moved/Seeman seconded: To approve Resolution #20-80, Wage and Classification change for Karsyn Semelroth in the sheriff's office to go from part-time to full time correctional officer at a wage of $16.59 an hour effective December 5, 2020. Motion carried.
Katie Cox, Benton County Public Health Director spoke with the board about using the grant money that was received from the state for public health use. Cos spoke of the need for contact racing for Covid cases. Out of the 1,726 Benton County cases, there is still at least 641 that need to be contacted. Any leftover funds could also go to vaccine supplies or health care packages. With these funds, she feels they could get caught up and also educate the public more.
Bierschenk moved/Seeman seconded: To approve Resolution #20-81, Amending FY 20 Budget. Motion carried.

BE IT REMEMBERED on this, the 1st day of December, 2020, the Board of Supervisors of Benton County, Iowa, met in session for the purpose of hearing on an amendment to the current operating budget adopted on March 19, 2019. There was a quorum present as required by law. Thereupon, the Board found that the notice of time and place of the hearing had been published. Thereafter, and on said date the amendment was taken up and considered. Thereafter, the Board took up the amendment to the budget for final consideration and determined that said budget be amended as follows:

Bierschenk moved/Seeman seconded: To approve retaining Laura Folkerts of Dutton, Daniels. Hines, Kalkhoff, Cook and Swanson, P.L. C. for labor negotiations and other matters stemming from union contracts at the rate of $175 an hour. Motion carried.
Supervisor Seeman questioned County Attorney, David Thompson, if this law firm would be the same law firm he would recommend if they outsourced Human Resources (HR). Thompson stated he is not ready to outsource the HR at this time, "he has very personal reasons for not wanting to outsource HR." Although if they would outsource HR this would be the law firm he would recommend.
Further discussion regarding the temporary Covid-19 policy that the county attorney had presented. Thompson said the policy is almost entirely drawn from the Iowa Department of Public Health's website, and he worked with Katie Cox also.
Seeman moved/Bierschenk seconded: To approve the policy with a few wording changes, and allowing for this to be in effect until it is rescinded, and can be tweaked as health recommendations change.
Bierschenk moved//Seeman seconded: To adjourn. Motion carried.
