4-20-21 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00pm in Council Chambers and via conference call. Roll call was answered by Blattler, Thorkildson, Reeves, and Vogt. Chapman was absent. Reeves motioned to approve the consent agenda, second by Blattler. All ayes. Public Forum: Chad Siems informed the City if they had any brownfield sites that he could help the city through the process. There was not a police report. Thorkildson motioned to approve the February Treasurer's report. Blattler second. All ayes.
The February revenues were reviewed. The February revenues were as follows: General $19,923.19; Library $ 191.48; RUT $ 8,591.75; Employee Benefits $ 129.60; Emergency Fund $ 31.42; TIF $ 381.47; Debt Service $ 395.02; Water $ 12,827.73; Sewer $ 21,003.67; Garbage $ 11,122.21.
Mayor Speckner opened discussion on the 1st reading of Ordinance #463, Storm Water Drainage Utility. Thorkildson motioned to approve the 1st reading of Ordinance #463. Second by Reeve's. All ayes. Planning & Zoning and the Board of Adjustments to remain the same except Dave Travis removed himself from the P&Z. Mayor Speckner to have a replacement for approval at the next meeting, May 3, 2021. $4,000.00 worth of tree coupons were passed out to residents by SACG. Planting of trees at the city park will be on May 8th. The council reviewed the updated sewer/water rates to be effective July 1, 2021, a 2.5% increase instead of the 5.5% increase. Residential premises on private wells will increase to $ 45.00/mo since an increase hasn't been implemented for several years. Forms and permits need to be reviewed and updated. The website meeting held for review of policies of web content and maintenance was reviewed and discussed by the council. The new mowing contract is to be resolved and brought current for the next meeting. Big Day progress was discussed. Disaster recovery plan questions were brought to the council for review and to get ideas for getting a plan in place for the City of Shellsburg. City Hall will open back up to the public Monday, April 26th, 2021. Masks are still required. Vogt motioned to adjourn. Reeves second. All ayes.
