On 11/0/-2021 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00 pm in the Council Chambers. Roll call was answered by Reeves, Chapman, Thorkildson, Blattler, and Vogt.

Vogt motioned to approve the consent agenda. Blattler second, all ayes.

Thorkildson motioned to sign the Johnson County Refuse contract over to LRS of Iowa. Vogt second. All ayes.

Mayor Speckner opened the public hearing to get the Jones Street culvert installation rebid. The west side storm drain is complete and weather permitting the east side storm drain might be done next week. There were not any questions. Vogt motioned to close the public hearing. Blattler second. All ayes.

Superintendent Robertson reported that they are finishing up flushing hydrants and installing radio reads. They also worked on the manhole behind the old bank. He mentioned that we will need to change the FFC route to be eligible for the STBG grant. Thorkildson motioned that a letter be sent to the DOT stating that the City of Shellsburg would be able to finish the balance of the Sells Bridge Project if we didn't receive the STBG Grant by getting a GO Bond. Reeves second. All ayes.

Deputy Rider gave the police report and the library reports were reviewed.

The Treasurer's report, bank rec, and September revenues were moved to the next meeting.

Reeve's motioned to approve Resolution #11-01-2021, designation of ARP funds to be used for Pressure Aeration with Detention System at the Water Treatment Plant. Blattler second. All ayes.

The contract with CVHS will be signed and returned once their president returns but it has been approved.

Chapman motioned to send new council members to MLA once elected. Blattler second. All ayes.

Thorkildson motioned to approve Resolution #11-01-2021A, TIF certification. Reeves second. All ayes.
