The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Bierschenk and Primmer were present. The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Primmer moved/Bierschenk seconded: To approve Resolution #21-96, Granting a variance to the subdivision ordinance for Richard Morio to vary the required provisions in Article VI, 6.01 through 6.08 for a parcel within the SE ¼ SW ¼ of 27-86-10 . Motion carried.

The time of 9:05 a.m. having arrived, Election Deputy Gina Edler and the board proceeded with canvassing the 2nd tier of the November 2, 2021, regular City/School Election.

The following School Board Directors were elected:

Belle Plaine: Valerie Coffman and Rima K. Johnson

Benton Community: District 4-Cynthia Phillips

District 5-Theresa Ludeking

District 6-Brenda Werning

Benton Community Public Measure BF-Passed

Vinton-Shellsburg: At Large-Jennifer A. Birker and Kimberly Schirm

District 1-Darin Humiston

The following City Mayor and Council Members were elected:

City of Walford: Mayor-Bill Voss, Council-Ashley Grimm and Amy Ellis, To fill a vacancy-Aaron Voss

Bierschenk moved/Primmer seconded: To declare the 2nd tier canvass of the City/School Election to be complete and the votes cast to be official. The official results are to be recorded in the office of the County Auditor. Motion carried.

Primmer moved/Bierschenk seconded: To acknowledge the post-election audit of the hand count for the Bruce/Cedar/Mt. Auburn precinct matched the machine count. Motion carried.

Bierschenk moved/Primmer seconded: To approve the minutes of November 9, 2021. Motion carried.

Primmer moved/Bierschenk seconded: To approve law enforcement contract with City of Van Horne to provide police protection for a total yearly sum of $19,500 to be paid quarterly not to exceed 15 hours week. Motion carried.

Primmer moved/Bierschenk seconded: To approve 24 hours vacation carryover for Ben Turnis to be used by April 30, 2022. Motion carried.

Primmer moved/Bierschenk seconded: To increase Dean Vrba's salary by $2,000 per employee contract for obtaining his Class B License effective November 8, 2021. Motion carried.

Primmer moved/Bierschenk seconded: To go along with the State for closing and acknowledge December 23, 2021 as a holiday for Benton County employees but leave Thanksgiving week as is. Motion carried.

Fair board members: Dick Meyer, Kirk Steinford, and Dale Seeck came to the supervisors to ask for funds to help renovate the grandstands at the Benton County Fairgrounds. The County Attorney asked about the private sector, have they inquired about loans, or do they have any interest in repaying the county for this? No action was taken.

No action was taken for the wage increase for Justin Birker. This was tabled so that the board could have an exempt session pursuant to Iowa Code 21.9 and discuss the matter with Human Resource Director Kirsten Nelson and then come back with a decision at the next meeting.

The security committee approved an updated security policy and wanted the board to update as well.

Primmer moved/Bierschenk seconded: Based on recommendation of the security committee to adopt the new and approved security policy and authorize signature. Motion carried.

Primmer moved/Bierschenk seconded: To adjourn. Motion carried.
