The Benton County Board of Supervisors met in regular session with Supervisors Seeman and Bierschenk present, Primmer called in. The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Primmer moved/ Bierschenk seconded: To approve minutes from December 7, 2021. Motion carried.

Bierschenk moved/Primmer seconded: To approve Class C Liquor license for Kimm's Sinclair. Motion carried.

Primmer moved/Bierschenk seconded: To acknowledge Chris Rider's retirement from the Sheriff's office effective December 3, 2021. Motion carried.

Primmer moved/Bierschenk seconded: To accept Jennifer Zahradnik's resignation from the compensation board. Motion carried.

Primmer moved/Bierschenk seconded: To appoint Karen Mouchka to the compensation Board as the Supervisor's representation. Motion carried.

Primmer moved/Bierschenk seconded: To appoint Jon Kaestner to the landfill commission for at large position. Motion carried.

Ben Bonar presented the 2021 Weed Commissioner's Report and also discussed some 2022 Living Roadway Trust Fund (LRTF) Grant Opportunities.

Bierschenk moved/Primmer seconded: To approve and authorize chairman to sign on the 2021 Weed Commissioner's Report to be filed with the state. Motion carried.

James Hicks, came to discuss developing land off 32nd Avenue between Shellsburg and Urbana which is currently platted as Hidden Meadows Sub-Division. Hicks would like to buy 17 acres of the land and develop into eight lots. Land Use Administrator Marc Greenlee was present, he advised Hicks, he would be looking at a land use change first. He felt it was improper for the board to get too involved until there was an actual application and a preliminary and final plat to approve. No action was taken.

Primmer moved/Bierschenk seconded: To approve utility permit for Kinzenbaw Earthmoving & Tim Miller in Leroy Township. Motion carried.

Bierschenk moved/Primmer seconded: To approve Resolution #21-107, Wage and classification change for Taylor Pflughhapt in secondary roads for his wage to be set at $22.69 an hour for labor grade VB classiification. Motion carried.

Primmer moved/Bierschenk seconded: To approve Resolution #21-108, Hiring Dennis Shea, as a new equipment operator in secondary roads effective December 14, 2021 at an hourly rate of $22.03. Motion carried.

Bierschenk moved/Primmer seconded: To approve Resolution #21-109, Hiring Shane Clark as a new Equipment Operator for secondary roads effective December 27, 2021 at an hourly rate of $22.15. Motion carried.

Primmer moved/Bierschenk seconded: To set public hearing dates for repealing Ordinance #64 and adopting new Ordinance #76, first reading on January 3rd, 9:30 a.m., second reading on January 4, 2022 at 9:30 and 3rd and final reading on January 5, 2022 at 9:30 a.m. Motion carried.

Primmer moved/Bierschenk seconded: To adjourn. Motion carried.
