In Wednesday's business, the council proceeded with approving the agenda and consent agenda then opening it to the citizens for their input.
Former Mayor John Watson addressed the council concerning an item on the agenda. Item 9.n, stated, "Approval of resolution to establish premium pay for essential City of Vinton employees using funds received under the American Rescue Plan Act of 2021"
Watson voiced opposition to the plan to give approximately 40 city employees $500 out of the funds received from the city from the American Rescue Plan Act. As part of the grant from the government, there are certain restrictions that this money can be used for.
Watson shared that as city employees are under contract with the city to work for a said amount. As part of those terms, he felt that the employees should not be given additional funds for working. Expressing appreciation for all that they do, he didn't feel that this would be appropriate.
Later in the meeting Ron Hessenius, Nathan Edwards and Andrew Elwick all shared the same concerns, agreeing that they were hesitant to support the plan. Both Vinton Police Chief Ted Paxton spoke in favor explaining that his officers had to deal with COVID positive people during the pandemic risking their health. Vinton Parks and Recreations Department Director Matt Boggess explained that he felt that it would boost moral if this was granted.
The council agreed to the proposal. The city will take approximately $20,000 and disperse it among about 40 city employees who meet income guidelines. These employees will receive the $500. Part time employees wouldn't qualify. Employees that qualify must meet the following requirements:
-have been full time employees during 2020
-have been continuously and currently employed by the city of Vinton from January 27, 2020-August 17, 2021
-any full-time hires between January 27, 2020-December 31, 2020
-Full time employees of the Vinton Municipal Electric Utility and Vinton Municipal Communications Utility who meet the requirements would also receive the payment
-NOT QUALIFIED for the payment are employees who make $101,593.50 per year or more, City Council Members, appointed board members, and non-employees.
