The Benton County Board of Supervisors met in regular session with Supervisors Seeman and Primmer were present, Bierschenk called in. The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Throughout the meeting at various times, there was FY 23 Budget presentations with Sanitarian/Land Use, Relief, Sheriff, Auditor, Elections and Engineer.

Primmer moved/Bierschenk seconded: To approve the minutes of January 12, 2022. Motion carried.

Primmer moved/Seeman seconded: To approve Recorder's Quarterly Report ending December 31, 2021. Motion carried.

Lindsey Upah discussed the Abbe Center and what they were willing to pay for rent to have office space within the County Service Center.

Primmer moved/Bierschenk seconded: To set the rental rate for Abbe Center to lease space in the service center at $750 a month plus the costs of internet and phone. Motion carried.

Primmer moved/Bierschenk seconded: To approve new printer contract with Access systems with allowing the county attorney time to look over before making the final change. Motion carried.

Kristine Bullock, Kirkwood Workplace presented their FY 23 Budget Request. Bullock also gave a presentation over how the funding is utilized throughout the year. With using the 2020 Census data, and .10 per capita, FY 23 request is $2,575.

Primmer moved/Bierschenk seconded: To approve handwritten claim for $300 for 2 sheriff employees to attend the Iowa Sex Crimes Investigators Conference, Motion carried.

Jennifer Fencl, East Central Iowa Council of Governments (ECICOG) presented the FY23 watershed budget. Fencl reported that all construction should be done by June 30, 2022 but with the realization the costs could possibly still roll into FY 23 Budget. So approximately $104,000. There may need to be a contract amended at a later date with this reflected. The Middle Cedar Watershed is also requesting for financial support for FY 23. The asking amount of $8,360 is based on area participation, per capita. This would help cover admin costs for continuing watershed projects and obtaining grants in the future.

Brandi Lewin, Sexual Assault Response Team Coordinator for Benton and Buchanan County. Currently we are entered into a 28E agreement between and the amount they are requesting is going to stay the same at $6,500 a year.

Primmer moved/Seeman seconded: To approve General Assistance Quarterly Report. Motion carried.

Primmer moved/Bierschenk seconded: To approve Resolution #22-8, Amending Resolution #21-6, Updating Relief Cremation Rates. Motion carried.

John Lindaman, Deputy Sheriff presented old dispatch contracts with the cities who utilize Benton County 911. The rates haven't changed in over 30 years and with inflation, this is the time to adjust to help recoup costs. They agreed it was necessary, and to get some figures calculated and set up a meeting with the cities of Vinton, Belle Plaine and Urbana. A meeting also for the other cities that utilize law enforcement contracts with Benton County will be in the works.

Primmer moved/Seeman seconded: To approve Resolution #22-8, Employment status change for Brandi Tickle in Sheriff's office to go full-time effective January 18 at the hourly rate of $17.91 an hour. Motion carried.

Primmer moved/Bierschenk seconded: To approve changing sheriff employee Garrison Reeker's employment status from full-time to part-time effective immediately. Motion carried.

Primmer moved/Bierschenk seconded: To recess for lunch break. Motion carried.

Primmer moved/Bierschenk seconded:. To approve IDOT agreement and authorize signature for County Bridge Federal Aid SWAP funding of $400,000 for bridge replacement on 75th Street in Florence Township. Motion carried.

Bierschenk moved/Primmer seconded: To approve the REGION 10(ECICOG) Surface Transportation Block Grant (STBG) SWAP funds of $600,000 for the City of Shellsburg to add a new bridge across Bear Creek. Motion carried.

Primmer moved/Bierschenk seconded: To adjourn. Motion carried.
