The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Bierschenk and Primmer were present. The meeting was called to order at 2:00 p.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Primmer moved/Bierschenk seconded: To approve and adjust the salary of Mona Onkken to reflect the 10% increase instead of the $80,000 salary in a previous motion. Motion carried.

Primmer moved/Bierschenk seconded: To approve and authorize signature on the FY23 Iowa State Association of Counties (ISAC) Wellness Agreement. Motion carried.

Kirsten Nelson, Human Resource Director presented the renewal rates and different scenarios regarding the county's partial-self funded health plan. It was also noted that with the wellness participation the county did obtain a 2% savings out of the 5% potential. The Board has not raised the employee's share for a few years, and with some slight deficit in the Health Fund Balance, it is time to do some adjustments to help increase the reserve again. ISAC sends out the renewal rates in December, but when the county is partially self-funded, the buy down to help cover the out of pocket maximum deductibles is always a risk based on how many employees meet that deductible. Nelson provided a handout with a few options. There was also discussion for ways to help get more participation in the wellness to get a better savings in future years. There will be payroll stuffers created to help inform employees of the rate changes and how to participate.

Primmer Moved/Bierschenk seconded: To increase the county employee's share by 2 ½ % for the healh insurance which amounts to: $371.00 month for family and $94.70 a month for single. Dental will be $48.65/month for family and $20.84 single, eye stayed the same at $7.85 a month for family and $2.97 single. Motion carried.

The Board also discussed the parking lot for the Service Center and with rough estimates, there will be a need for accepting bids. They helped create a notice and set some dates as well as upcoming future budget meetings.
