The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Bierschenk and Primmer present, The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/Primmer seconded: To approve the minutes of April 5, 2022. Motion carried.

Mona Onken and Lindsay Upah discussed Upah's employee status with the Board. Upah has taken a position with Unity Point in Marshalltown. Upah is requesting her employee status be changed from full-time to part-time starting May 3rd. Upah will be working 16 hours a week. They will be discussing replacing Upah's full-time position with another full-time position in a future meeting.

Primmer moved/Bierschenk seconded: To approve employee status change for Lindsay Upah moving Upah from full-time employee status to part-time employee status starting May 3, 2022. Motion carried.

Primmer moved/Bierschenk seconded: To approve General Assistance Quarterly Report. Motion carried.

Sarah Wagner discussed her FY22 budget amendments with the Board. EFSP Fund 0070 was discussed, Wagner received more grant money than anticipated for FY22 budget so she went over spending authority and will need that to be amended. General Assistance side is over due to the mid-year raise that she received and didn't get amended prior.

Primmer moved/Bierschenk seconded: To set land use hearing date for Casey Bowman for May 10, 2022 at 9:15 a.m. Motion carried.

Primmer moved/Bierschenk seconded: To set land use hearing date for Brock and Erin Munson for May 10, 2022 at 9:30 a.m. Motion carried.

Primmer moved/Bierschenk seconded: To approve payroll checks numbered 142216 through 142232, ACH Deposits 48701 through 48842, vendor checks 242020 through 242026 and claims numbered 242027 through 242211 and payroll checks numbered 142233 through 142240, ACH Deposits 48843 through 48983, vendor checks 242212 through 242218. Motion carried

The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Ryan and Karlee Kasal in part of SW ¼ SW ¼ of 30-84-11. Dennis Andreesen, adjoining neighbor was present, no media was present. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. They will be using the existing driveway. New septic will need to be installed, not sure if the current well will be able to be used at this time. Andreesen adjoining neighbor, questioned if the existing trees on the edge of the property could be taken down and if they were to be replaced moved back 50 feet from the property line. Supervisor Seeman stated that the Board can't force the property owners to do anything to maintain or plant the trees back 50 feet from the property line. The public hearing was closed.

Bierschenk moved/Primmer seconded: To approve land use hearing for Ryan and Karlee Kasal for part of the SW ¼ SW ¼ of 30-84-11. Motion carried.

Primmer moved/Bierschenk seconded: To approve the first reading of Ordinance #77, Repealing Ordinance #76, Benton County Precincts. Motion carried.

Myron Parizek, Benton County Engineer, presented IDOT FY23-27 Secondary Road Construction Program and IDOT FY23 Secondary Road Budget. Board couldn't approve the program/budget at this time. No formal action was taken.

Supervisor Seeman stated items 11-13 (Employee evaluations) on the agenda is tabled as he researches more information regarding the matter. Ben Turnis, IT Director, questioned if the evaluations were still going to be done since he hasn't received one since 2019. Seeman stated yes, he just has to do more research on what questions he can/cannot ask during the evaluations. Seeman asked fellow board members if he could do the employee evaluations by himself and not in a public meeting. Supervisor Primmer and Bierschenk agreed.

Primmer moved/Bierschenk seconded: To adjourn. Motion carried.
