The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Bierschenk and Primmer present, The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Doug Kozik, rural Belle Plaine resident was present to thank the supervisors for putting up the reduced speed limit signs in his area. The highway work at HWY 21 and 30, is still having a lot of traffic on those roads and was asking for law enforcement in the area.
Primmer moved/Bierschenk seconded: To approve hiring of Luke Hennings, as a seasonal spray truck driver in the Weed department at the rate of $23.00 an hour. Motion carried.
Bierschenk moved/Primmer seconded: To approve the minutes of April 26, 2022. Motion carried.
Primmer moved/Bierschenk seconded: To approve 32 hours of vacation carryover for Cara Martin, Veterans Affairs Director to be used by July 29, 2022. Motion carried.
Primmer moved/Bierschenk seconded: To approve Resolution #22-33, Abatement of Taxes on parcel #s 691-34020 and 691-34030.. Motion carried.
Primmer moved/Bierschenk seconded: To approve consent order per County Attorney for the City of Garrison regarding parcel #070-02700, an abandoned home. Motion carried.
Primmer moved/Bierschenk seconded: To approve and authorize signature for the five-year quote with Eide Bailly for audit services.
The time of 9:30 A. M. being time and date set for the public hearing for amending the FY 22 Budget. No public was present, nor were there any comments regarding the amendment.
Bierschenk moved/Primmer seconded: To close the public hearing. Motion carried.
Primmer moved/Bierschenk seconded: To approve Resolution #22-34, Amending FY 22 Budget. Motion carried.

BE IT REMEMBERED on this, the 3rd day of May, 2022, the Board of Supervisors of Benton County, Iowa, met in session for the purpose of hearing on an amendment to the current operating budget adopted on March 29, 2021. There was a quorum present as required by law. Thereupon, the Board found that the notice of time and place of the hearing had been published. Thereafter, and on said date the amendment was taken up and considered. Thereafter, the Board took up the amendment to the budget for final consideration and determined that said budget be amended as follows:

RESOLUTION #22-35
RESOLUTION ALLOCATING AMERICAN RESCUE PLAN ACT FUNDS
WHEREAS, in March 2021, the federal government established the American Rescue Plan Act of 2021 (ARPA) which included the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) to provide state, local and Tribal governments with the resources needed to respond to the pandemic and its economic effects; and
WHEREAS, the U.S. Department of the Treasury issued an Interim Final Rule implementing the SLFRF program on May 10, 2021, which included replacing lost revenue to County governments, and
WHEREAS, on January 6, 2022, the Treasury issued final rules for the SLFRF program, including authorization for counties to allocate up to $10,000,000 of their total SLFRF allocation as lost revenue to spend on government services.
NOW, THEREFORE, BE IT RESOLVED, that the Benton County Board of Supervisors approves allocating its total SLFRF allocation in the expected amount of $4,981,241.00 as lost revenue to spend on government services.
HEREBY RESOLVED by the Benton County Board of Supervisors this 3rd day of May 2022.

Primmer moved/Bierschenk seconded: To approve Resolution #22-35, Wage and Classification Change for James Kane who has completed his probationary period and will be paid at $22.42 an hour and has labor grade IVB Classification. Motion carried.
Primmer moved/Bierschenk seconded: To set public hearing date of Tuesday, May 24, 2022 at 10:00 A.M. for road classification change from Level B to Level C on 11th Ave. In Kane Township. Motion carried.
