The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Bierschenk and Primmer present, The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/Primmer seconded: To approve the minutes of Tuesday, May 3, 2022. Motion carried.

Primmer moved/Bierschenk seconded: To approve payroll checks numbered 142252 through 142260, ACH Deposits 49128 through 49269, claims numbered 242364 through 242505 and vendor checks 242506 through 242511. Motion carried

Primmer moved/Bierschenk seconded: To approve Resolution #22-37, Variance to the Sub-Division Ordinance for Ron Boyer, Boyer Farms for property located within the NE ¼ NE ¼ of Section 9-84-9. Motion carried.

The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Casey Bowman in part of SE ¼ SW ¼ of 1-82-9. Casey Bowman was present, no media was present. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. This site is not in production so the CSR of 87 is irrelevant, and this is part of an old homestead sight. They will be needing a new driveway that has met the requirements. New septic will need to be installed, but will be able to hook into the existing water. Three adjacent owners were notified, and no responses before this meeting, and Greenlee felt there was no negative effects for this new house to be built. The public hearing was closed.

Bierschenk moved/Primmer seconded: To approve land use hearing for Casey Bowman for part of the SE ¼ SW ¼ of 1-82-9. Motion carried.

The time of 9:30 a.m. having arrived, and this being the time and date for a land use hearing for Brock Munson in part of Parcel A in the SE ¼ of 16-85-9. Brock Mason was present; no media in attendance. Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. This site is heavily forested and not in production. They will be utilizing an easement from the northern property and that driveway meets all requirements. This site will need a new well and septic. The septic could possibly need an alternative system. Nine adjacent owners have been notified, one neighbor called about previous dumping of solid waste in this area years ago before there was a county landfill. One other called to inquire about the easements, otherwise no other comments were heard for or against this new home. The public hearing was closed.

Primmer moved/Bierschenkseconded: To approve land use hearing for Brock Munson in part of Parcel A in the SE ¼ of 16-85-9. Motion carried.

Primmer reported on the Heartland Insurance Meeting and upcoming rate renewals and the cyber security coverage.

Primmer moved/Bierschenk seconded: To approve Resolution #22-38, Proclamation of May as Crisis Intervention Awareness Month. Motion carried.

Bierschenk moved/Primmer seconded: To approve the hiring of William Hawk, Part-time Transportation driver starting pay at $12.73 an hour effective May 23, 2022. Motion carried.

Primmer moved/Bierschenk seconded: To Approve the FY 23 Purchase of Service contract renewal between Benton County and East Central Iowa Council of Government (ECICOG). Motion carried.

Primmer moved/Bierschenk seconded: To approve and get signatures on a plan set for project BROS-SWAP-CO06(120)-SE-06 Bridge Replacement on 55th Street in Cedar Township. Motion carried.

Bierschenk moved/Primmer seconded: To approve Resolution #22-39, Temporary Speed Limit Reduction due to the temporary closure of IA HWY 21 intersection at US HWY 30, the speed limit on this road be set as follows "35 mph on 11th Avenue Dr from 76th Street south 1.0 mile to the intersection of 77th Street." Motion carried.

Primmer moved/Bierschenk seconded: To adjourn. Motion carried.
