The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Bierschenk and Primmer present, The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center.

Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa.

Bierschenk moved/Primmer seconded: To approve the minutes of Tuesday, May 10, 2022. Motion carried.

Bierschenk moved/Primmer seconded: To approve Class B Liquor License for Blairstown Sauerkraut Days beer tent pending insurance approval. Motion carried.

Bierschenk moved/Primmer seconded: To approve cigarette permit for Kimm's Mini Mart. Motion carried.

Primmer moved/Bierschenk seconded: To approve handwrite for $147,570.00 for partial payment to City Wide Construction for the concrete work at the Service Center. Motion carried.

The time of 9:15 a.m. having arrived, and this being the time and date for a land use hearing for Amana Farms Inc. for part of the NW ¼ NW ¼ of 26-84-9. John McGrath representing Amana Farms was present, no media was present.

Marc Greenlee presented the technical information with the Benton County Agricultural Land Use Preservation Ordinance. They would like to change use of 3- 5 acres to put a commercial fertilizer storage bin up. This site is on a hard -surfaced road and has been in production with a complex of soils, and sandy with an average CSR of 35. There is an existing driveway on the south side that meets requirements. Possible 2 nd driveway would be permissible if it meets the criteria. No need for well or septic. No comments were heard before today's meeting. After questions from the board, McGrath explained about the decomposing soybeans and the odor that could be let off.

Primmer moved/Bierschenk seconded: To table action for two weeks on the land use hearing for Amana Farms, Inc. Due to the potential odor and traffic concerns for neighboring residents, this would allow time for them to officially be served notice. Motion carried.

Primmer moved/Bierschenk seconded: To table action on approving the Change Order No. 1 for Middle Cedar Watershed bid package 7, and having the watershed authority discuss this further. Motion carried.

Primmer moved/Bierschenk seconded: To approve Resolution #22-40, Approving Hiring of Jasira Prasasouk, full-time correctional officer in Sheriff's Department at $19.24 an hour effective May 30, 2022. Motion carried.

Primmer moved/Bierschenk seconded: To approve Resolution #22-41, Approving hiring of Eric Recker, full-time Deputy in Sheriff's Department effective June 1, 2022 at $24.85 an hour. Motion carried.

Judi Haymaker along with Judy Funk, Heartland Insurance Risk Pool provided the Board of Supervisors the renewal illustrations For FY 23. They had time to review and ask questions. In addition to the renewal estimate, Haymaker informed the Board of a premium credit of $41,156 that will be applied to the premium due. The mod factor increased slightly to 1.2 Benton County is in the same insurance pool along with 10 other counties and is self-funded.

Primmer moved/Bierschenk seconded: To bind coverage renewal with Heartland Insurance Risk pool and authorize chairman's signature. Motion carried.
