On 7-19-22 a regular meeting of the Shellsburg City Council was called to order by Mayor Speckner at 6:00 pm in the Council Chambers.

Roll call was answered by Vogt, Reeves, Harvey, Thorkildson, and Travis.


Vogt motioned to approve the consent agenda, second by Harvey. All ayes.


Jake Roetman gave the Rec Dept report for the 2022 season. They discussed with the council amending the ordinance to have a fall meeting for the budget and an end of season report instead of monthly reports.


Rhonda Bridgewater requested looking into being able to have sign ups and information out on the City website. They would also like possible help fixing/replacing the benches.


Janice from Pearl Street wanted to update the council of a couple large motorcycle rides coming through town on August 13th and 27th. They will notify surrounding residents of the ride and street being closed for a couple of hours.


The bank reconciliation, revenues, and treasurer's report will be on the next agenda.


The council reviewed and discussed the second bid for cameras in the park. Awaiting a 3rd bid to be discussed at the August 1st meeting.


The railroad property is complete and the Mayor requested future discussion on ideas for the property.


Letters are to be drawn up regarding the Wildcat sidewalk and to have the trees removed.


Harvey motioned to approve Resolution #2022-07-19, authorizing permanent trail easement of 110' of Kibbie property. Vogt second. All ayes.


The Horning property will be discussed at the next meeting after some updates. The nuisance abatement protocol was discussed to send one courtesy letter, following with one letter to abate, by a second letter to abate before court action, instead of continuous courtesy letters.


Superintendent Robertson and Mayor Speckner are to continue gathering information on solar options for purchase with the ARPA funds.


Jim Hidinger and Glen Muzingo will be moved to a future meeting.


It is illegal to set off fireworks within city limits unless you have a permit. Residents are encouraged to contact the Benton County non-emergency number if they are aware of fireworks being set off illegally.


Vogt motioned to approve the Law Enforcement Agreement. Reeves second. All ayes.
