The Benton County Board of Supervisors met in regular session with Supervisors Seeman, Primmer and Bierschenk present. The meeting was called to order at 9:00 a.m. at the conference room at the Benton County Service Center. Members of the public were provided the zoom access capability to join in during open session and livestream at https://www.youtube.com/bentoncountyiowa. Unless otherwise noted, all actions were approved unanimously. Bierschenk moved/Primmer seconded: To approve the minutes from Tuesday, September 27, 2022 and Friday, September 30, 2022. Motion carried.
Primmer moved/Bierschenk seconded: To approve Resolution #22-90, Variance to the Subdivision Ordinance for replotting of Lot 1 in Ludden First Addition to Benton County, Iowa in Section 10-86-10. Motion carried.
Bierschenk moved/Seeman seconded: To approve Resolution #22-91, Approve wage and classification change for George Haefner to be appointed as the Roadside Manager in Weed Commission Department effective September 26, 2022 at an annual salary of $56,000. Voting aye were Bireschenk and Seeman. Primmer abstained due to conflict of interest. Motion carried.
Bids were received from Iowa Department of Transportation (IDOT) for September letting for Bridge Replacement Project (BROS-SWAP-CO06(120-SE-06) as follows:
Taylor Construction, Inc. -$485,498.38
Peterson Contractors Inc. -$578,818.06
Jim Schroeder Construction, Inc. -$636,125.84
Iowa Bridge & Culvert, L.C. -$853,223.80
Primmer moved/Bierschenk seconded: To accept the lowest bid of $485,498.38 and award Taylor Construction as the contractor for the Bridge Replacement Project on 55th St. (BROS-SWAP-CO06(120-SE-06) Motion carried.
Primmer moved/Bierschenk seconded: To approve Resolution #22-92, Designate County Engineer to execute contract for Project (BROS-SWAP-CO06(120-SE-06). Motion carried.
Primmer moved/Bierschenk seconded: To approve Resolution #22-93, Hiring Cody Mattison as an Equipment Operator-Norway Shed at an hourly rate of $24.75 effective October 10, 2022. Motion carried.
Auditor Rippel and Supervisor Seeman reported on a recent ARPA committee meeting. They discussed some projects that they felt were good use of the ARPA funds. One of those being the scanning and archiving of documents such as real estate records and old supervisors' minutes. History that would be backed up and able to search in a database. Other expenses due to ongoing projects such as the new boiler in the courthouse needs a few additional valves that weren't in the original quote. Conservation was going to move forward with quotes for Hannen Park Shop. And the Engineer's department will need new radios to go with the new county wide radio project.
Primmer moved/Bierschenk seconded: To approve moving forward with the 4 discussed projects using ARPA funds and authorizing department heads to sign agreements and obtain quotes to move forward. Motion carried.
Primmer moved/Bierschenk seconded: To adjourn. Motion carried.
